Daily Diary (DD) - Day 252 of 2019

2037hrs:

The battle of ideas, rhetoric, slogans, emotions and wish lists continues expanding near Poonch city at Tithrinote on the dreaded LOC. Young and old alike.

Our future is in bold outspoken hands:

The 4 x 4 Mountain Exercise for Humanity in Jammu & Kashmir

Bridging narratives internally and communicating externally...

Short Bio:

Since 2005, this writer has been voluntarily working as an independent researcher on the ground in AJK, a public policy activist and aspiring technocrat for the State of J & K via AJK: through public consultation, funding and protection; with working experience of international journalism, global media and UK parliamentary affairs.

A solution to Jammu & Kashmir's unresolved status can only be executed if the citizens of the territory create that solution without external interference - Tanveer Ahmed

Since the beginning of 2018, I've been publishing a daily diary at: ajkpublicagency.org

Written Structures for an internal political process in AJK (c. 10,000 words):

1) Reclaiming AJK for her people - 4K words

2) An Internal Political Process - AJK - 3K words
3) The Jammu Narrative - 2K words
4) Lecture Notes - 1K words

Ownership Building Measures (OBMs) in AJK:

OBMs were quoted and critiqued by British professor Richard Bonney at a Kashmir Conference in a room at the House of Lords in 2011.

A step by step process striving to reclaim ownership over Jammu & Kashmir by the exclusive inheritors and proprietors of the unnecessarily contested territory; according to their capacity to understand, process and execute initiatives required in public interest.

Action Oriented Research Sequence:

1) Over 40 Civil Society Forums from Bhimber (AJK) to Hunza (GB) - 2009 to 2012

2) Public Opinion Survey - A representative sample of 10,000 citizens of AJK, randomly collected on the ground - 2011 to 2016
3) Consensus Building - A representative sample of 1,000 influential citizens of AJK, verified by each subdivision's population at large - 2018 onwards
4) Legislation/Constitution/State Admin. - Seeking a majority from 29 locally elected MLA's.

4 Point Consensus Agenda derived from extensive public opinion research, since 2009 in particular:

1) Demilitarisation - Through a gradual tehsil (subdivision) - wise process

Opinion - ensuring public policy from within. There's an unresolved national question which cannot be delayed indefinitely.

AJK has devoted 72 years in trying to get the Indian army to vacate the Valley of Kashmir. while being 'led' by Pakistan.

Can we spend some time on getting the Pakistani army to vacate a single tehsil (subdivision) here, without being led by anybody but each other?

Can we inverse the Muslim brother and sister emotions?

What I mean is: We listened to them as siblings of faith for 72 years and can they now listen to us as reciprocation of faith in return?

3 layers of dispute:

Localism

- An internal political process.

- Parties > Alliances > Consensus
- There should be formal understanding between the State & Public
- Reconciliation, accountability, reparations, negotiating corrupt practices, merit and transparency in approach are all matters that need further deliberation internally.
- These should all be conducted by giving space to all narratives and social categories.

Security

- Take steps for the demilitarisation of tehsil Khuiratta and devise alternative security arrangements.

- British army who implemented divide on the ground should stand between us and Indian forces.
- Once this tehsil is secure and stable then put similar proposal to India to vacate one similar sized tehsil in the Valley of Kashmir.

Regionalism

- Indo-Pak bilateralism has no future in the context of Jammu & Kashmir

- India's narrative of having democratic, secular, pluralistic, multi religious, multi cultural and big economy credentials should compete and be seen to compete with our narrative on these very concepts in J & K.
- This competition for peace narrative should replace the religious identity contest and war narrative between India and Pakistan.

Internationalism (Multilateralism)

- Do away with the UN Mechanism

- As it reaffirms Indo-Pak bilateralism and shifts responsibility away from the United Kingdom
- It should be noted that there are many conflicts in the world that have been resolved outside the UN mechanism
- British transfer of power process viz. Indian Independence Act 1947 Article 7.1 (b)
- It was the British empire that changed our dilemma from our 'Right to Rule' to a supposed 'Right of Accession' which in actual fact is a backdoor means of permanent division of Jammu & Kashmir between India and Pakistan
- Lobbying the British parliament directly through its MPs and Councillors
- Global civil society - humanism / pro-life - legality - morality - neutrality - peace narrative vs. war narrative
- Democratic tools.......
- White Flag....why? It signifies an open canvass to create our future without negative historic baggage. It is non discriminatory, it suggests demilitarisation in our context and it is the most recognised symbol for peace in the world. It will help us bridge internal narratives while we cannot agree on a common flag.

2) Population Census (Governance - Constitution - Public Policy)

- A population database of all our citizens who qualify under State Subject Rule (SSR) 1927 wherever they may be residing

- Launch electronic smart ID Card in AJK based on SSR 1927
- Research: develop an apolitical historical timeline for the past 200 years (1820-2020)
- Neutrality to avoid conflict as Switzerland has done since 1515. Precedent in Europe provides a model for Asia. Note that the last autocratic ruler Hari Singh and his 2 main internal political foes in 1947, namely Sheikh Abdullah (National Conference > India) and Sardar Ibrahim (Muslim Conference > Pakistan) disregarded the Maharajah's proposition of neutrality pre 1947, only to recommend the same once they fell out of favour with their respective allies.

3) Taxation - Economy and Environment

- This would entail control of all derivatives of fiscal and monetary policy in AJK

- Both economy and environment are Interconnected on account of us having the most precious resource (water) and geography in the world
- Building our economy and preserving our environment entails devoting our focus on: Water Management, Soil Management and Waste Management.
- Eradicating economy of war and building economy of peace

4) Cultural Diversity - Society, Human Rights and Soft Power

- The Jammu Narrative: Divided Jammu is the key to resolving Valley's propensity to be subdued by conquest. A centre that should be protected by the 360 degrees of mountains surrounding it as well as by all the polities adjacent to it. As envisaged by all conquerors, they tended to take some of these adjacent areas around the Valley before subduing it. Reversing this historic tendency or retrieval of the local 'Right to Rule' would also require empowerment in a periphery before it reaches the Kashmir Valley.

- The Valley has been at the centre of the Indo-Pak religious conflict and contest for resources. Subdued under a suffocating war narrative and then exploited with money to pacify them at one end (India) and provoke them at the other (Pakistan) has left zero space for a solution to be initiated from there.
- That space exists in divided Jammu
- As a matter of priority, facilitating the revitalisation of Mandirs and Gurdwaras for our Hindu & Sikh brethren is the most obvious form of soft power that we in AJK have almost ignored.
- Instead we pandered to Muslim majoritarianism by assuming that to be our strength
- Facilitating our Hindu and Sikh citizens in AJK should be part of a mutual cross LOC facility, whereby Muslims from this side would visit shrines and other places of heritage there too.
- Opening first facility for cross LOC travel in Jammu division via Khuiratta.

The number 4:

In 1947, India took control of 4 subjects in its sovereign agreement with J & K, subject to referring the future of the territory to the people within it, as promised by its British Governor General Louis Mountbatten, which never happened.

Let's remember what our neighbours tried and failed in achieving, not least because they didn't consult the actual stakeholders of the territory with due process.

1) The UNCIP mechanism

2) Chenaab formula
3) Simla agreement
4) Musharraf's 4 point formula

Webster's dictionary suggests 4 possible categories of constituents of a political process:

1) social groups and 2) political institutions

or between

3) political leadership and 4) public opinion.

We include all 4 in our internal political process in AJK. This is further indication that we wish to devise a democratic structure arguably amongst the most horizontal, creative and consultative ever devised in the history of nation States. We also wish to tally the quality of our system of governance with the quality of our natural environment.

We understand that most of our aspiring citizens are fascinated by number 3) and some even decide to disregard everything apart from that category, irrespective of how much effort is generated or how timely that initiative might be. We feel that all efforts in public interest should be appreciated and supported wherever possible and we should not create an unnecessary dichotomy between individuals and political parties.

Jammu & Kashmir is a unique dilemma in the history of nation States - it's closest historical similarity being Switzerland ref. "FROM CANTONMENTS TO CANTONS" - and it requires a unique solution. We need all the energy, resources, creativity and intellect we can muster to arrive at a peaceful and humane solution; which the world can acknowledge to be a viable alternative to what we have endured since 1947.

We need to find practical solutions for India & Pakistan's lack of resolve towards water management, environmental concerns and religious identity friction. Crying for help from influential powers in a shrill voice at every opportunity or cursing our destiny and everything under the sun till death, will not help.

Our public efforts must run parallel with each other and converge wherever practical. This is not just a political struggle. It has 3 other essential components viz. research for clarity, economy for resistance and culture for power.

All 4 need undivided attention and thus our collective duties must be divided according to our skill-set. We cannot all aim to be political leaders, speak at each other incessantly rather than to each other or speak as much as possible and listen as least as possible. We need to understand the importance of each and every act in public interest - no matter how minute or major - and give priority of attention to consistent, focused and sincere work on the ground here in AJK. Not pray for some superpower to come to our rescue!

Under no circumstances should the territory of J & K be divided without the consultation of each divided part with each other, in an internally devised political process. This would by default give the right of secession to any and all constituent parts of the proposed confederation.

There can be no back door or 'out of court' settlement.

We cannot escape from the people's reference. So, let's not play the fool with our status.

Next Step:

Facilitate Dr Karan Singh's visit to AJK for reconciliation and exchange of thoughts with the public here as well as with constituent parts of the internal political process.

I aim to present this lecture to all tehsil (subdivision) bar associations, government degree and post graduate institutions, prominent press clubs and the AJK Assembly.

(Update: 25/09/19 at 1632hrs):

I did ask about 250 of my co-citizens to read the 'Lecture Notes' above and confirm the content as correct and/or suggest otherwise. Thus far, I have received 37 responses.

Some asked for further time. in the meantime,  I wish to reproduce the constructive responses here to enrich the debate:

Comment 1:
The lecture points out the real issues and possible solution. No right minded individual can disagree to the reasons described as why the solution to JK issue has not been found.

The Kashmiri leadership has been seeking a solution from outside by outsiders.

Acting as an owner of our land representative of our people is the first step towards the movement. The UN's injustice has not been understood by most of the leading activists. They need lectures like this.

The extended study done by Tanveet Ahmed is unprecedented. Such a study as well as diplomatic efforts for JK by JK citizens is imperative. I pay tribute to Tanveer Ahmed for his hard work teaching people how to act on their own resources.

My response:
Excellent. Thank you so much for your feedback. It itself is a lesson.

Comment 2:
Read the lecture notes very good thinking and research for way ahead. At the moment we have battle of egos.

My response:
Yes, we do.

Comment 3:
I have been a reader and admirer of your updates. May those be your travel dairies, suggestive posting, encounters with the local authorities or people. My suggestion would be to bring it into a book form, downloadable from the net via Amazon or others.

My response:
It would be the biggest book in the world perhaps..with thousands of pages...and almost 15 years of experience....However, I will be publishing some critical reports in book form.

Their response:
Sooner the better

Comment 4:
Yes l have read through your lecture notes and I have no issues with them. I will apart from one clarification. BRITISH ARMY SHOULD STAND BETEEWN THE INDIAN AND PAKISTANI ARMY.. Are you suggesting British army to replace the Indians and Pakistanis?

The rest is fine. However sudden appearing of Karan Singh makes one startle... May be a line or two can be added for rationale.

My response:
Not quite....I want the British army to stand between the Indian army and the AJK army for this first tehsil of Khuiratta on the LOC...Subsequent options to internally securitise our region will depend on our capacity to adapt and ability to protect our people and territory....We should take one step at a time...secure and stabilise the areas vacated by the Pakistani army...and then work on getting the Indian army out of one tehsil of the Valley....etc. etc.

The British army rather than any other army for a number of reasons...
Apart from the history...our largest diaspora is in the UK...so checks and balances on British troops will be relatively more effective c.f. any other country or trans national entity.

Well 'Lecture Notes' is a summary of 10K words....he (Dr Karan Singh) has been discussed in the Jammu narrative article....I want to startle people a bit because Yuvraj is 88 though healthy and still of sharp mind with good memory. He visits Jammu every October...May Allah give him an even longer life but he is key to this polity and legally sovereign entity called J & K...Some in the Indian State dub him as the man who knows too much.

His arrival next month would be very timely....however...this discussion must be public before UN general assembly proceedings...The world should see us as pro-active.....and inventive...in pursuit of a solution..

Their response:

That's fine. Let's begin the process and see the response.

Comment 5:
Well organised & described. Your efforts are highly appreciated.

Comment 6:
Thanks Tanveer sb. You worked very deep and very hard. I differ but can’t deny the thought underlying your effort. This is one of the ground realities though aspirations differ and very materially. Whatever the outcome, it will be a step ahead. Wish you keep up your pursuits successfully.

Comment 7:
I have been following your pages and I think this is a good alternative idea...I cant see any issues however, i think you should have this translated into Urdu for distribution locally..the whole concept as an alternative path can be a university thesis project rather than a subject of a public debate...may be you should approach one of the universities to see if they have any scholars to take it up.

Comment 8:
I always appreciate the work your are doing for long periods of time, I also go through your social media posts as well. I will definitely read all of your articles, some of them I have gone through! My sincere prayers are with you!

Each of the articles I went through seemed well articulated to me! Keep it up the good and hard work! May Allah give you strength and good health to continue! Thanks.

Comment 9:
It is good and I am sure it is an academic work. You may translate in Urdu so that common man can understand your work .

I think it is new version of research work that is why common people may not take interest in it but it is real work.

I do not think I can suggest any change in it because it is perfectly done.

Comment 10:
I continually read your posts.

Comment 11:
Thanks for sharing. It covers wide ranging topics, some of them in depth with creative and transformative approach and solutions. However, some topics you are trying to scratch the surface - need more research - and could be presented as emerging indigenous lines of inquiry for further exploration and debate.

It would be good to divide your topics in three categories:
1- Internal political reconciliation and community development
2- Peace building and security
3- Conflict transformation and honouring right of the people of Jammu and Kashmir to self-determination.

My response:
Thank you for your further suggestion......I must be able to relate the past to the future by how I have experienced it and then process that with thousands of other opinions on the subject...it takes a long time to get a train to run.....I just want to confirm whether you've read all the links in the Lecture Notes?

n.b. This post will be refreshed and updated as and when further comments or responses emerge.....It may be worthwhile bookmarking this page!

Thank you all for your attention....

While at the dharna (sit-in protest camp) in Tithrinote, we speculatively ventured ahead towards the gate:

Meanwhile, across the oceans we learn of sharp solidarity and advocacy in our favour. Thank you to the citizens of the USA and all the rest of global civil society:

......

On the 3rd day of this dharna (sit-in protest) global media was finally activated. We had discussed this possibility with Sardar Sagheer Khan on his visit to Dadyaal last week. We envisaged that global media would not be activated on the first day or even the second day but if the sit-in protest continued for a third day, anything was possible.

Hence:

The title of this BBC Urdu news item can be translated as 'Why is there a sit-in protest near the LOC in Pakistani-administered Kashmir?'

Al Jazeera English had this to say:

Death to Indo-Pak bilateralism too.

Daily Diary (DD) - Day 250 of 2019

0017hrs:

This is a powerful quote written by Wusat Ullah Khan - a venerable Pakistani BBC Urdu journalist - a few years ago and widely circulated since:

However, the translation into English is very poor, indeed it seems to be the product of an online translator. There is still a distance between human intelligence and artificial intelligence.

Hence, here's a human translation:

For one, Kashmir itself is an historic tragedy. On top of that, this tragedy is deepened when you can only view the dilemma of Kashmir with an Indian lens or a Pakistani lens. If the Kashmiris wish to see this dilemma (themselves) then their eyes are stitched with the label of treachery. Or if not, pebbles are targeted straight into their eyes.

.......

(Update 1944hrs):

I have been sitting in DC Kotli's office for the past few hours, waiting for clearance to proceed to Tithrinote for a friend's wedding. Yes, today is also perhaps the most critical day in AJK's history yet. As explained yesterday, the Pakistani State's approach to security and freedom of movement in AJK, has also incensed what have been already been infused sentiments of the local public, since India's move to de-operationalise Article 370 in its controlled part of Jammu & Kashmir.

In the past, I remember many an expatriate complaining that the people of AJK do not claim their rights in the manner of how the people of the Kashmir Valley do. Well, they were wrong then and are wrong now too, as AJK has now become the centre of attention in J & K and the wider neighbourhood.

There were reasons why such activity was not apparent. The Pakistani media has always been shy of highlighting anything on the ground in AJK, while the roving control of Pakistan's agencies always played a significant part too in tempering our people's sentiments. Using our own policemen to stop our public's movement towards the LOC is an affront to both of us. Their sentiment is no different from ours.

Now that our people understand why Pakistani media highlights whatever it can (and more) on the Valley of Kashmir but never covers any identical activism here, many people now plainly say: "We know that they (the Pakistanis) have sold us too!"

As for the Pakistani agencies operating in AJK, they are under unprecedented pressure too. Any wrong move by them in this environment of high sentiment could prove more back-breaking for them than it is already.

The security of AJK needs to be gradually handed over to local law enforcement. The people and government of this territory can ensure that no untoward incident occurs through mutual understanding, not least because we are both stakeholders. When Pakistan doesn't even have a claim on this territory (their own admission) then it is puzzling to understand why they persist in taking responsibility for security here in AJK. We want to avert the further loss of life.

What has happened today in Rawalakot, Hajeera and all approaches to the LOC at Tithrinote in Poonch is yet to be fully confirmed. There is a communications blockade a la the Valley of Kashmir here too.

What is clear though is that a lot of our public in this region are still on the streets and have no intention of returning home anytime soon.

...

The situation in AJK remains very tense and volatile:

(Update 2217hrs):

Thousands of protesters who converged towards Tithrinote today have been prevented from moving beyond Dawarandi, where the public have decided to convert their activity into a sit-in protest. Meanwhile, those who had already reached Tithrinote or who are residents there, were in anticipation of their co-citizens converging there and were all prepared to welcome them with garlands. They are also conducting a sit-in protest. So we have 2 very large sit-in protests only 6 kilometres away from each other and the LOC, barely a few kilometres from Poonch city, on the Indian-controlled side of J & K.

Someone commented that the Pakistanis are keen not to give their partners in crime (the Indians) any trouble. So, their argument is: "We are stopping you from crossing the LOC because the Indians will kill you." In other words, in order to stop the Indians killing you, we may have to kill you ourselves!

This bizarre predicament provokes me into chanting,

Udhar tum (You there viz. India) Idhar hum (Us here viz. Pakistan)

Ab Jammu wa Kashmir me nahi chalegi, nahi chalegi
(Is no longer acceptable in Jammu & Kashmir, not at all)

Meanwhile, the sit-in protest at Thaler Bridge, Kotli was dispersed in the evening by the use of tear gas by the AJK police. In response, some members of the public retaliated with stoning the police from ridges above. Public anger continues to simmer late into the night as their sit-in protest travelled back into Kotli city, at Shaheed Chowk.

The Pakistani State has much to answer for, not least for creating unnecessary rifts between the public of AJK and its police.

By midnight, I still could not get hold of DC Kotli, otherwise known as Dr. Umar Azam. He is playing cat and mouse with me just like Raja Farooq Haider.

(Update 13/09/19 2350hrs:)

As life moves on from one scene to another, it is important that we remember - for the sake of posterity and more - what happened on this day. Here are a couple of FB posts which captured footage on this historic day:

Daily Diary (DD) - Day 249 of 2019

1818hrs:

This following trend is amplifying itself on Twitter and Facebook:

.......

Today happens to be an auspicious day for our Pakistani neighbours:

......

We have received reports that a similar public initiative to cross the LOC - as conducted in Charoi the day before yesterday - has been emulated in Khuiratta today. Many people crossed and some have been injured. More reports in due course......

.......

The following is a growing trend too:

......

The public is incensed at this move by the Pakistani State to quell the freedom of movement in AJK. Reports of up to 3,500 members of the Punjab Constabulary (PC) and possibly Rangers too have been brought into Poonch division to stop our public from converging at the LOC in Tithrinote, Hajeera tomorrow.

Both security and freedom in AJK are the prerogative of the AJK public. The mere presence of Pakistani security forces incites and provokes unrest in the local population. There is already a lot of bad history between the PC and Poonch from the 1950's.

.....

This accurately depicts the economy of war, motored here since 1947.

Pakistan on the left and India on the right, with the apple of Kashmir precariously balanced between the 2:

........

While our public were on a mission to cross the LOC in Khuiratta, senior representatives of the Pakistani State were on a mission here too, on their Defence Day. This is Imran Khan's second visit to AJK since India's blockade of the Valley on August the 5th. He was met by his army chief and was accompanied by foreign minister Shah Mahmood Qureshi, defence minister Pervaiz Khattak and chairman Kashmir committee Syed Fakhar Imam:

Well, I did write about the proposed Pakistani army withdrawal from AJK beginning from tehsil Khuiratta on that very day in August when it seems all hell broke loose in Jammu & Kashmir. Day 217 of 2019 was the 5th of August.

Daily Diary (DD) - Day 248 of 2019

1454hrs:

If the international community takes cue from the UK's rigid stance of continuing to promote Indo-Pak bilateralism, this will spell death for J &K's genuine internal narrative:

........

Meanwhile, after the debate over the current Kashmir situation in the UK parliament on the 3rd of September, the following day which was yesterday (the 4th of September) witnessed a couple of petitions being discussed in parliament titled as: Petition - Dispute in Kashmir

I will quote the text of both petitions for the reader's convenience:

Exhibit 1:

The petition of Residents of the City of Glasgow,

Declares that the dispute in Kashmir should be resolved peacefully.

The petitioners therefore request that the House of Commons urge the UK Government to use its international standing to encourage India to engage in a comprehensive and sustained dialogue process with its neighbour Pakistan to resolve the Kashmir dispute, and urge the international community to play its role in securing a just and peaceful resolution of the Kashmir dispute in accordance with the aspirations of the people of Jammu and Kashmir.

And the petitioners remain, etc.

Exhibit 2:

The petition of Residents of Airdrie and its surrounding area

Declares that the dispute in Kashmir should be resolved peacefully.

The petitioners therefore request that the House of Commons urge the UK Government to use its international standing to encourage India to engage in a comprehensive and sustained dialogue process with its neighbour Pakistan to resolve the Kashmir dispute, and urge the international community to play its role in securing a just and peaceful resolution of the Kashmir dispute in accordance with the aspirations of the people of Jammu and Kashmir.

And the petitioners remain, etc.

End......

Now, these petitions appear to follow an identical format to the British government's long-standing position, which in our opinion will only exacerbate the ground situation in J & K, not improve it.

Why?

It remains steadfast on promoting Indo-Pak bilateralism which is a format created by Britain in 1947 and which gradually facilitated both countries to enter and consolidate their presence in J & K. This format sustains itself by depriving the locals inhabitants of agency over their future. Thus, resolving "the Kashmir dispute in accordance with the aspirations of the people of Jammu and Kashmir" cannot emerge out of Indo-Pak bilateralism, as it is designed to do the actual opposite, indeed it has sustained itself for over 7 decades.

Indo-Pak bilateralism also makes it a religious issue, with competing claims of victimhood based on religious identity. A never ending saga and one which negates all humane efforts towards resolution. Thus, by subtracting Pakistan from the dispute (as it is not a claimant by its own admission) we will open up space for local agency and a peaceful, legal, democratic and moral battle between the inhabitants of J & K and India. This procedure will avert the likelihood of war and enable us all to think about more pressing subjects like human welfare, geographic routes for expanding economic activity, climate change and specifically water management.

The economy of war must be transformed into an economy of peace.

For that, the British created political structure in the Indian subcontinent must change. There is little point in advocating a peaceful solution using a format which only suits the economy of war.

......

Daily Diary (DD) - Day 247 of 2019

2325hrs:

Some of our people have become more pro-active than others it seems. Charoi is a tehsil on the LOC with Khuiratta to its North and Smaahni to its South. A large procession of the public marched towards and beyond the LOC at Keri, near Naarakot earlier today. Police stationed to prevent the procession advancing towards the LOC were pushed aside easily on account of being heavily outnumbered.

Four local residents crossed and one of them - Hussain Khadim - went to the extent of climbing a pine tree and pinning a flag of Azad Kashmir on it, on the Indian-controlled side of J & K. He was shot and injured by Indian fire, reports indicate that he has survived but remains in a critical condition. He was taken to DHQ Kotli from where he was referred to a hospital in Pakistan's capital.

.....

Here are some notes made earlier this evening:

The words 'securitise' and 'khidmat guzaar' (serviceman/woman) were floating about in this evening's public conversation in rural Dadyaal.

The following questions emerged for the public of AJK and its diaspora:

Do we not need to think about the security of AJK?

Is this even a part of our imagination?

Or are we just enjoying the Azaadi (freedom) marches taking place in various parts of the world in our favour?

Do we understand the functions of governance?

What is civil society, constitutionalism and public policy?

Indeed, what is public interest research and do we, as aspiring citizens of J & K value it?

Do we participate in or contribute to it?

When does synchronisation take place?

Who takes the responsibility of identifying it and implementing the people's reference?

The nuts and bolts of an internal political process in AJK, was the title of this conversation....

.......

So, British engagement will become more intense as we proceed ahead. However, we must move away from the United Nations where the aspiring citizens of J & K have no agency:

And....

.........

Here some more poetry today which I incidentally have a habit of ignoring usually. However, at times a few lines can encapsulate the zeitgeist more accurately than thousands of words of commentary:

Zaalimo ka nahi koi mazhab
Zulm ki sarhadey nahi hoti.
Jo kisi ka uthaaye bhoj chaley
In ki phir manziley nahi hoti

Written in Urdu by Akram Sohail

Translation:

The oppressors have no religion
Oppression has no borders
Whoever carries the burden of others
Then has no qualms about the destination

Daily Diary (DD) - Day 246 of 2019

2335hrs:

So, it appears that my second online petition to the UK parliament has been rejected too!

The first was rejected after 5 days while this second one took 18 days to obtain a response of rejection.

Link to notes on 1st rejection.

Details of email on 2nd rejection:

"Support democracy in an internal J & K political process, not Indo-Pak hegemony."

It’s not clear what the petition is asking the UK Government or Parliament to do.

Petitions need to call on the UK Government or Parliament to take a specific action. We understand that you're concerned about the political situation in Jammu and Kashmir, but we're not sure exactly what you'd like the Government or Parliament to do.

There are already petitions about the situation in Kashmir, which you might like to sign if they call for something you'd like to happen. You're more likely to get action on this issue if you sign and share a single petition.

Table Kashmir issue before the UN Security Council as an urgent threat to peace.

I cannot sign the above because the UN only discusses this issue in respect of the divergent territorial claims of India and Pakistan. Their suggestions are non-binding (thus, unenforceable) and don't even consider us the primary stakeholders. This is not a question of accession, so holding an unlikely plebiscite would be pointless. This is a question of the 'right to rule' of the inhabitants and the UK has conveniently shifted responsibility from itself under its own created Indian Independence Act (that determined the rules and format of power transfer) and disenfranchised us further by repeatedly quoting non-binding UN resolutions.

Urge India to de-escalate conflict and respect the special status of Kashmir.

This petition also cannot be signed because the special status was only a stop-gap measure adopted by the Indians to curtail local aspirations for the right to rule. It was practically eroded over the decades and has lost its utility. What is internally required throughout the divided parts of J & K is an internal political process. Defined and determined by the local inhabitants without external interference. This would be the most effective means of finding a durable solution. It would be democratic and representative, however the UK seems disinclined to support democracy in this region whereas it has shown a lot of vigilance in other parts of the world.

After detailed consultation with my co-citizens it has been agreed that I will continue pursuing the Petitions Committee for a response to questions raised over these rejected petitions. I will also continue pursuing my local MP for an EDM (Early Day Motion). Finally, I will also complete reviewing a book written by my co-citizen Younis Taryaby which sheds light on the British role in dividing Jammu and Kashmir and denying the right of rule to its people.

Meanwhile, I am now going to make my 3rd and final attempt - using this online petition medium - to effectively ask the UK to take their share of responsibility in resolving this unavoidable dispute.

Here's the text of my final online petition to the UK parliament:

(Update 06/09/19 at 0505hrs):

We are still deliberating over the text of this petition.

......

Having said all that, a lot has happened in London today, which provides indication of a far more assertive Kashmiri or internal or AJK or J & K narrative.

It has been widely reported that 3 conformist (conforming to the Pakistani narrative) politicians of AJK; namely the current AJK PM Raja Farooq Haider, a previous PM of AJK Barrister Sultan and the leader of the opposition in AJK's assembly Choudhary Yasin were not permitted to speak at the march today, which formed a large procession beginning from Hyde Park via Parliament Square to the Indian High Commission in Aldwych:

Here's another angle:

We will have to assess to what extent was this an endeavour by the Jammu & Kashmir diaspora and how much of it - if at all - was encouraged in a practical sense by the Pakistani State. We understand that there was a code of conduct agreed upon many days ago, that there wouldn't be any other country's flag used in the march, except that recognised as the flag of 'Azad Kashmir'.

Here's an example of the very few exceptions:

Daily Diary (DD) - Day 245 of 2019

0521hrs:

Working for your nation upon whom your neighbours and some of those further afield have spent vast resources to keep ignorant is clearly an uphill endeavour.

Its just as well that we live in the foothills of the Himalayas, where each peak reminds us that the sky isn't beyond reach.

The discussion continued in Dadyaal yesterday and many thanks to the Azad Kashmir Adabi (Literary) Society and Younus Taryabi Sahib in particular for summarising the meeting in the following post:

....

Another meeting of national interest took place in Dadyaal yesterday, at a different venue and at a different time:

In discussion with Sardar Sagheer Khan of Rawalakot
........

Conditions in Gilgit Baltistan will continue to be an almost constant feature here. Our politicians of the Kashmir Valley neglected Ladakh and look at what we are facing today in terms of State dismemberment. We in AJK cannot afford to commit the same crime with GB:

.......

This sounds like its travelling in the right direction, indeed it even validates my focal point about this being the end of Indo-Pak bilateralism in Jammu & Kashmir. A process I've been arguing against since my Rising Kashmir days in 2011:

If you can't read the text in the post above, here it is:

Speaking with the PM of “Azad” Kashmir this afternoon. He says the dispute is between India and the people of Kashmir and that Pakistan has no claim on the territory. Hence it cannot be resolved as a bilateral issue.

So said Phillip Bennion, a British liberal democrat MEP (Member of European Parliament) for the West Midlands. Though I would maintain that this is a pertinent matter for the UK parliament.

Daily Diary (DD) - Day 244 of 2019

1305hrs:

Although the following event appears to have taken place on Friday, it has inflamed the passion of many people in AJK who hold this flag as their identity, even though its origins are murky to say the least. Many of these co-citizens of mine have asked me to cover this video for its public interest value:

For those of you who can't read the text in the FB post above:

Pakistani PM Imran Khan Refused to hold Flag of so called Azad Kashmir.
Another lesson for those Kashmiris who have expectations that Pakistan will help them to get their freedom.

.........

We heard something similar from Jeremy Corbyn a few weeks ago:

I am trying to understand the Labour Party UK's apparent infatuation with UN resolutions.

Was it not the British government ruled by the Labour Party that enacted the Indian Independence Act in their parliament? Did this Act not formalise transfer of power from British India to either India or Pakistan, broadly based on religious identity? Did not the princely States have an extra option to remain independent and where religious identity of the majority was not necessarily a determining factor? Is there not a universal tradition that the entity that enacts a law is also responsible for fully implementing that law?

Our enduring dilemma is captured in the following short interview I took of the late but great son of this soil, Professor Nazir Anjum of Akaalgarh (Mirpur) in 2011:
