Last week, I was requested by a member of the Joint Awami Action Committee (JAAC) to translate their 38 point 'Charter of Demands' from Urdu to English. Here it is:

مسلہ کشمیر کی اجاگری کے نام پر جب آزاد کشمیر اسمبلی کے ایک گروہ کو رشوت کے طور پر بیرون ملک سیر کے لیے بھیجا تھا تو اس کے خلاف انگلش روزنامہ دان کو بھیجے گے تبصروں پر مبنی ڈان کا آرٹیکل جس کا آخری حصہ ترجمہ کر کے قارئین کی خدمت میں پیش کیا جا رہا

بیرون ملک وفود بھیجنے کے امکان نے سوشل میڈیا پر طنز کیا، جہاں صارفین نے اس اقدام کو ’ٹیکس دہندگان کے خرچے پر سیاسی سیاحت‘ قرار دیا۔
اس اقدام کے حق میں شاید ہی کوئی ایک پوسٹ یا تبصرہ ہو۔
بہت سے صارفین نے سوال کیا کہ کیا آزاد جموں و کشمیر اور پاکستانی قانون سازوں میں زبان اور علمی رکاوٹوں کے باوجود کشمیریوں کا مقدمہ پیش کرنے کی صلاحیت ہے؟
حفصہ شاہ مسعودی، ایک پی ایچ ڈی اسکالر، جو کشمیر پر توجہ مرکوز کرتے ہوئے امن اور تنازعات کے مطالعہ میں مہارت رکھتی ہیں، نے 2016 میں برہان وانی کے قتل کے بعد شروع کیے گئے اسی طرح کے وفاقی اقدام کو یاد کیا، جو، انہوں نے کہا، "اس سے زیادہ ایسا لگ رہا تھا جیسے مسئلہ کشمیر کی کمزور ترین گرفت کے ساتھ سیاسی پشت پناہی کرنے والوں کو لالی پاپ دیا گیا ہو۔
یہ نام نہاد وفود عوامی خرچ پر عیاشیوں کے سوا کچھ نہیں، المیہ یہ ہے کہ مسئلہ کشمیر کی سنگینی سے کم سے کم واقف لوگ اسے بیرونملک ‘’’پروجیکٹ‘‘ کرنے کا دعویٰ کرتے ہیں، جب کہ جو لوگ اسے صحیح معنوں میں سمجھتے ہیں انہیں میز پر شاذ و نادر ہی جگہ دی جاتی ہے۔

کوٹلی سے تعلق رکھنے والے ایک سیاسی کارکن عبدالقیوم راجہ نے لکھا: "جو لوگ ابھی تک مسئلہ کشمیر کو نہیں سمجھ سکے ہیں وہ بیرونی دنیا کو کیسے سمجھائیں گے؟ کئی قانون سازوں نے کھلے عام اعتراف کیا ہے کہ انہوں نے نہ تو اقوام متحدہ کی قراردادوں اور نہ ہی آزاد جموں و کشمیر کے 1974 کے عبوری آئین کا مطالعہ کیا ہے۔ وہ صرف اتنا جانتے ہیں کہ کس پارٹی کو چھوڑنا ہے اور کس کو ہر الیکشن میں جوئن کرنا ہے۔

لندن میں مقیم تاجر حبیب میر نے بھی اسی طرح کے جذبات کی بازگشت کی: "اگر بے خبر قانون سازوں کے غیر ملکی دوروں سے مسئلہ کشمیر حل ہو جاتا تو یہ تنازع بہت پہلے ختم ہو چکا ہوتا۔ بدقسمتی سے، جو لوگ اس کی حساسیت کو صحیح معنوں میں سمجھتے ہیں، ان سے کم ہی مشورہ کیا جاتا ہے۔
