It is our contention that perhaps more than 40% of the prisoners at Raara Jail in Muzaffarabad Division should not be there. We have decided to investigate each case and publish a report.
Those prisoners that should not be there can be put to public interest use in society, as is practiced where civilisations thrive.
Divisional Commissioner Muzaffarabad can be empowered in this matter.
