1)
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی حالیہ تحریک کی تاریخ ساز کامیابی پر اللہ تعالٰی کا شکر ادا کرتی ہے اور اپنی اس تاریخ ساز کامیابی کو شہدائے عوامی حقوق تحریک، غازیان عوامی حقوق تحریک کے نام کرتی ہے۔

شہداء و غازی عوامی حقوق تحریک پوری قوم کے ہیروز ہیں جنہوں نے اپنی جانوں کے نذرانے پیش کر دیے لیکن قوم پر کوئی آنچ نہیں آنے دی۔
جموں کشمیر کے عوام اپنے شہداء کو خراج عقیدت، غازیوں کو خراج تحسین پیش کرتے ہیں اور ان کے خاندانوں سے اظہار تعزیت کرتے ہیں۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اس عزم کا اعادہ کرتی ہے کہ شہداء و غازیوں نے جس مقصد کیلئے قربانی دی اس مقصد کے حصول تک جدوجہد جاری رکھی جائے گی۔

جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی 4 اکتوبر کے تاریخ ساز معاہدہ کے جملہ کرداروں کو متنبہ کرتی ہے کہ چند ضلعی انتظامی آفیسران اور سہولتکار مختلف واقعات کی آڑ میں اس معاہدہ کو سبوتاژ کرنا چاہتے ہیں جن کا محاسبہ دو طرفہ اعتماد سازی اور مذاکرات پر عملدرآمد کیطرف پیش رفت کیلئے ضروری ہے۔
کسی بھی انتظامی افسر یا انا پرست سیاستدان کیطرف سے منفی سرگرمی پوری قوم کو ایک بار پھر سڑکوں پہ لانے کا باعث بن سکتی ہے اس لئے ایسے کرداروں کا محاسبہ کیا جائے۔

جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی یہ واضح کرتی ہے کہ ریاست جموں کشمیر کے عوام اور پاکستان کے عوام کے درمیان کوئی دشمنی نہیں بلکہ انسانیت و احترام کا بہترین رشتہ موجود ہے۔
چند ناعاقبت اندیش دو طرفہ سہولتکار کشمیری اور پاکستانی عوام درمیان نفرتوں کے بیج بونا چاہتے ہیں جو انسانیت دشمنی کی بدترین مثال ہے۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی امید کرتی ہے کہ کشمیری اور پاکستانی عوام ایسے سہولتکاروں کو کسی صورت کامیاب نہیں ہونے دیں گے۔
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اسلام آباد، راولپنڈی میں پولیس کی طرف سے آزادکشمیر کے شہریوں کو حراساں کرنے اور پیسے چھیننے کے واقعات کی بھرپور مذمت کرتی ہے اور اسے کشمیری و پاکستانی عوام کے درمیان نفرت پھیلانی کی سازش قرار دیتی ہے، جس کے سدباب کیلئے حکومت پاکستان فوری کردار ادا کرے۔

اجلاس میں جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کی کو آرڈی نیشن اینڈ ریسرچ کمیٹی کا قیام عمل میں لایا گیا ،جس کے ممبران میں عابد شاہین، سردار سجاد خان، سردار شبیر خان، انجم زمان اعوان، توصیف علی جرال ایڈووکیٹ، مجتبٰی بن فیض فاروقی، انوار بیگ، راجہ عابد اسلم شامل ہیں۔
6)
اجلاس میں 4 اکتوبر 2025ء کو ہونے والے معاہدہ کے مطابق عملدرآمد کیلئے قائم شدہ کمیٹی کیلئے جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کی جانب سے متفقہ طور پر بذیل ممبران کی نامزدگی کی گئی

۔ 29 ستمبر کو مظفرآباد میں پرامن مظاہرین پر ثاقب مجید، اس کے بیٹے اور دیگر ملزمان کو فائرنگ کرکے نہتے شہری کو شہید اور درجنوں افراد کو زخمی کرنے کی پاداش میں فوری گرفتار کیا جائے اور اس مقدمہ میں سردار عتیق احمد خان، میجر (ر) نصراللہ خان اور عثمان عتیق خان کو بھی گرفتار کر کے شامل تفتیش کیا جائے ،کیونکہ مظفرآباد واقعہ، چمیاٹی واقعہ اور 23 اگست کو یوم نیلابٹ کے موقع پر کی گئی تقریروں کا آپس میں گہرا تعلق ہے۔ نیز درج کی گئی ایف آئی آر میں 6

دفعہ شامل کی جائے اور مسلم کانفرنس کودہشت گردتنظیم قرار دیکر اس پرپابندی عائد کی جائے۔

جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی نے نئے تعلیمی بورڈز (پونچھ، مظفرآباد) کے قیام کے حوالہ سے میرپور کے شہریوں کے تحفظات دور کرنے کے لئے سعد انصاری ایڈووکیٹ، مجتبٰی بن فیض فاروقی اور مجتبٰی بانڈے پر مشتمل 3 رکنی اعلی سطحی کمیٹی قائم کر دی ہے جو عوام الناس سے ملاقات کر کے ان کے تحفظات دور کرے گی۔

جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی موجودہ تحریک اور کال میں عوام الناس، خواتین و حضرات اور بچوں کے مثالی کردار پر سب کو خراج تحسین پیش کرتی ہے اور حالیہ تحریک کی بے پناہ اور لازوال حمایت و مدد پر اوورسیز کشمیر کمیونٹی، عالمی ذرائع ابلاغ، سوشل میڈیا ایکٹیویسٹس،صحافی حضرات،یو ٹیوبرز کو خراج تحسین پیش کرتی ہے اور اس امید کا اظہار کرتی ہے کہ وہ آئندہ بھی تحریک کے ساتھ اپنی جڑت قائم رکھیں گے۔

معروف یو ٹیوبر محمد انیس جو کہ ٹریفک حادثہ میں زخمی ہو گئے ہیں جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی ان کی صحتیابی کیلئے دعاگو ہے اور پوری قوم سے دعاوں کی اپیل کرتی ہے۔ دوران تحریک محمد انیس کی خدمات ناقابل فراموش ہیں۔

باوثوق ذرائع سے اطلاعات ملی ہیں کہ جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی کے ذمہ داران اور متحرک کارکنان کے نام
ECL اور PCL
میں ڈالے گئے ہیں جن کی بھرپور مذمت کرتے ہوئے حکومت پاکستان سے مطالبہ کرتے ہیں کہ تمام ناموں کو فوری طور پر
ECL اور PCL
سے نکالا جائے۔
14)
اجلاس میں ایڈوائزری کونسل کے قیام کی منظوری دی گئی جس کے ناموں کا اعلان آئندہ چند روز میں کیا جائے گا۔
15)
جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی تمام مخیر حضرات کو مطلع کرتی ہے جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی شہداء یا زخمیوں کی مالی معاونت کیلئے کوئی فنڈنگ نہیں کر رہی۔
جو مخیر حضرات جذبہ حب الوطنی اور شہداء و زخمیوں کی داد رسی کیلئے ان کی مدد کرنا چاہتے ہیں، وہ متعلقہ علاقہ کے ممبران کور کمیٹی کے ذریعہ متعلقہ خاندانوں سے براہ راست رابطہ کر کے ان کی مدد کر سکتے ہیں، تاہم اگر کوئی شخص یا اشخاص اس سلسلہ میں کوئی چندہ مہم چلاتا ہے تو جموں کشمیر جوائنٹ عوامی ایکشن کمیٹی اس کی ذمہ دار نہ ہو گی۔

An English translation of the declaration above follows:
Declaration
Jammu Kashmir Joint Public (Awami) Action Committee (JAAC)
held on 16 October 2025 at Dadyaal
1) Jammu Kashmir Joint Public Action Committee thanks Allah Almighty for the historic success of the recent movement and dedicates this achievement to the martyrs of our Public Rights Movement.
2) Martyrs and Victors (Ghazis) are heroes of the Public Rights Movement, as they tendered the ultimate sacrifice, by giving their lives to ensure no harm came to the nation. The people of Jammu and Kashmir pay tribute to these martyrs/victors and their families. Jammu Kashmir Joint Public Action Committee relays its condolences and reiterates its commitment to continue the struggle, until we achieve the goals for which these martyrs & victors sacrificed themselves.
3) Jammu Kashmir Joint Public Action Committee warns of certain characters (certain district administrative officers & facilitators) who want to sabotage the historic treaty of the 4 of October, under the guise of various incidents that have occurred. For which introspection (accountability) is essential, if we want to maintain mutual trust necessary for progress towards implementation of what has been negotiated.
Any negative activity by any administrative officer or egoistic politician will compel the whole nation to return to the streets, thus making such characters accountable requires immediate attention.
4) The Jammu Kashmir Joint Public Action Committee clarifies that there is no enmity between the people of the State of Jammu Kashmir and the people of Pakistan, indeed we enjoy a healthy relationship of mutual goodwill (humanity) and respect. A few inconsiderate facilitators on both sides of the equation are trying to sow the seeds of hatred between Kashmiri and Pakistani people, which we consider to be the worst example of anti-human behaviour. JAAC hopes that both the Kashmiri and Pakistani public will not let such facilitators succeed in any manner whatsoever.
JAAC also condemns the behaviour of police in Islamabad and Rawalpindi, who have reportedly conducted targeted harassment and money snatching antics against citizens of Azad Jammu & Kashmir, considering this to be a conspiracy to spread hatred between Kashmiri and Pakistani people, for which the Government of Pakistan should act immediately to rectify.
5) In today's meeting, a decision was made to establish a Coordination & Research Committee. Its 8 members include:
i) Abid Shaheen ii) Sardar Sajjad Khan iii) Sardar Shabbir Khan
iv) Anjum Zaman Awan v) Tauseef Ali Jarral Advocate vi) Mujtaba Bin Faiz Farooqi
vii) Anwar Baig viii) Raja Abid Aslam
6) JAAC also unanimously nominated the following 3 members as a committee, to ensure implementation of the agreement concluded on the 4th of October 2025:
i) Shaukat Nawaz Mir ii) Sardar Umar Nazir Kashmiri iii) Imtiaz Aslam
7) JAAC has also formed a committee comprising of 3 members to participate in the 'High Power' Commission to oversee the question of legislative assembly seats, apart from elected constituencies (in AJK). We have nominated the following:
i) Raja Amjad Ali Khan ii) Saad Ansari Advocate iii) Sardar Arbab Advocate
8) In addition, a committee was formed by JAAC to oversee the elimination (in certain cases) and reduction (in other cases) of the unlawful privileges of the ruling elite in AJK:
i) Faisal Jameel Kashmiri ii) Raja Ghulam Mujtaba iii) Sardar Raashid Naeem
9) On the 29th of September, Saqib Majeed (son-in-law of Sardar Atiq), his son and other accused fired indiscriminately on peaceful protestors in Muzaffarabad, killing one and injuring dozens of other un-armed civilians. They should all be arrested immediately.
In reference to this particular incident, Sardar Atiq Ahmed Khan, Major (R) Nasrullah Khan and Usman Atiq Khan should also be arrested and investigated; as there is a deep connection between the above referenced Muzaffarabad incident, Chamyati (Dheerkot) incident and the incendiary speeches made on the earlier occasion of Neela Butt Day on the 23rd of August (2025). JAAC also demands that section 6 ATA (Anti-Terrorism Act) should be incorporated into the FIR, whilst The Muslim Conference (political party led by Sardar Atiq) should be declared a terrorist organisation forthwith and banned.
10) JAAC has also set up a 3 member high level committee consisting of Saad Ansari Advocate, Mujtaba Bin Faiz Farooqi and Mujtaba Banday to allay the concerns of the citizens of Mirpur with reference to the establishment of two new educational boards viz. Poonch & Muzaffarabad. They will make a concerted effort to meet the people of Mirpur to erase any misunderstanding.
11) JAAC hails the role of the public in the current public rights movement. It pays tribute to all those exemplary roles played by women, children and the public at large; for their tireless & endless support for the movement. A particular thanks is also imparted to the Kashmiri diaspora, International media networks, social media activists, journalists and YouTubers. JAAC hopes that they will continue to maintain their relationship with the public rights movement in the future.
12) We learn that well-known YouTuber Muhammad Anis has been injured in a traffic accident. JAAC prays for his speedy recovery and appeals to the entire nation to enjoin us in prayers for him. The services of Muhammad Anis during the public rights movement cannot be ignored.
13) JAAC has received reports from reliable sources that the names of core committee members and other active workers of our public rights movement have been put in the ECL (Exit Control List) and PCL (Passport Control List) database (of the Pakistani State), which we condemn in the strongest of terms. We demand that the Government of Pakistan immediately remove all these names from the said lists.
14) Today's meeting has approved the setting up of an 'Advisory Council', the names of which shall be publicly announced in the next few days.
15) JAAC wishes to inform all benefactors that we are not conducting any form of fund-raising for our martyrs and injured.
In instances where benefactors - in patriotic appreciation of the sacrifices of our martyrs and injured - wish to personally assist, they can contact the aggrieved families directly with the assistance of the core committee in each respective area.
However, if any person or people run(s) a donation campaign in this regard, Jammu Kashmir Joint Public (Action) Committee will not take any kind of responsibility for such a campaign.
