Reached home barely a couple of hours from nightfall, hopefully ending a tour that shaped out to involve 6 days of visiting 8 districts.

Daily Diary (DD) - Day 358 of 2025

0315hrs:

Countdown to end of 2025: 8 days

So, the code has finally been cracked! Not only did I wake up at 0256hrs, I woke at intervals after 0041hrs in the fear that I had passed the watershed of 0300hrs. 

Nevertheless, this now needs to become a permanent feature of my daily routine, as aspired to at the beginning of this calendar year, 358 days ago.

The following note in English and then followed in Urdu has been written by Dr Akhlaq Barlas of Ser Kakuta in tehsil Hajeera district Poonch, yet he lives in exile in the USA, having spent a good portion of his life in communist Russia (Soviet Union) too. In between he also served in the Department of Health in AJK. A man with rich experiences, some very bitter too which we will delve into - for the record - on some convenient date in the future.

Painful Questions That Demand Honest Answers

Do we know when British imperialism prepared the framework to govern United India?

Do we know who created that framework?

Do we know when the British established the judiciary and administrative system to control the people of India?

Do we know who continues to defend this British colonial system in Pakistan today?

And most importantly—whose interests does this colonial system still serve?

These questions are painful, but they are eye-opening.

Do we honestly believe that a rotted, oppressive, colonial system can ever bring prosperity to any country? 
I do not.

Historical Reality

India and Pakistan were created by British imperialism, with the cooperation of the Muslim League and the Indian National Congress, to serve the interests of international imperialist forces and the exploiting classes of the subcontinent.

However, there was a fundamental difference:

Indian National Congress leaders were largely nationalist and progressive.

Under Jawaharlal Nehru, India introduced major reforms in the army, civil services and governance, ensuring civilian supremacy over the military.

The Muslim League, on the other hand, remained pro-British, dominated by landlords and anti-democratic forces.

From the very beginning, Pakistani military officers—supported by international masters—subdued civilian governments and this continues to this day.

A Hard Truth

Pakistan was not created for the Muslims of the subcontinent.

It was created to serve strategic interests—particularly to defend the subcontinent from invasions from Central Asia and Afghanistan.

The British handed Pakistan a colonial administrative, judicial and military framework, which has consistently imposed misery, injustice and suffering on the people.

The Present Crisis

Under these circumstances, can anyone honestly believe that the same Pakistani bureaucratic system imposed on Pakistan-administered Jammu & Kashmir and Gilgit-Baltistan will bring prosperity?

Those who believe so are living in a fool’s paradise.

Do elections under this rotted system change people’s lives?
I do not think so.

The same facilitators return to power—with the help of the federal government and secret agencies.

What Must Be Done

Real change will not come from fraudulent politicians, political parties, or the military establishment. It must come from the people.

A Roadmap for Change:

Create awareness among the people of Pakistan-administered JK and GB; unite them under a joint united front using platforms like the Awami Action Committee.

Educate the masses that elections under a colonial system are not the solution.

Prepare independent constitutions for both territories under Pakistan’s control.

Request the United Nations to assist in constitution-making, as UN observers are still present in the territory.

Reform the judiciary and administrative systems to meet modern societal needs.

Establish reform committees for education, health, agriculture, natural resources, climate, tourism and poverty alleviation.

End deputation of Pakistani officers in all departments and ministries.

Declare JK and GB free zones for foreign investment under local control.

Restore State Subject Rules in Gilgit-Baltistan.

Without dismantling the colonial system, there can be no justice, dignity, or prosperity.
The time for awareness, unity, and constitutional struggle is now.

تکلیف دہ سوالات جو ایماندارانہ جوابات مانگتے ہیں

کیا ہم جانتے ہیں کہ برطانوی سامراج نے متحدہ ہندوستان کے عوام پر حکومت کرنے کا فریم ورک کب تیار کیا؟

کیا ہم جانتے ہیں کہ اس فریم ورک کا خالق کون تھا؟

کیا ہم جانتے ہیں کہ برطانوی سامراج نے ہندوستان کے عوام کو کنٹرول کرنے کے لیے عدالتی اور انتظامی نظام کب قائم کیا؟

کیا ہم جانتے ہیں کہ آج پاکستان میں اس برطانوی نوآبادیاتی نظام کا دفاع کون کر رہا ہے؟

اور سب سے اہم سوال—یہ نوآبادیاتی نظام آج بھی کن کے مفادات کی حفاظت کر رہا ہے؟

یہ سوالات تکلیف دہ ضرور ہیں، مگر آنکھیں کھول دینے والے ہیں۔

کیا ہم واقعی یہ سمجھتے ہیں کہ ایک سڑا ہوا، ظالمانہ اور نوآبادیاتی نظام کسی بھی ملک میں خوشحالی لا سکتا ہے؟

میں ایسا نہیں سمجھتا۔

تاریخی حقیقت

ہندوستان اور پاکستان برطانوی سامراج نے مسلم لیگ اور انڈین نیشنل کانگریس کی مدد سے اس لیے تخلیق کیے کہ بین الاقوامی سامراجی طاقتوں اور استحصالی طبقات کے مفادات کی خدمت کی جا سکے۔ 

:تاہم ایک بنیادی فرق تھا

انڈین نیشنل کانگریس کے رہنما بڑی حد تک قوم پرست اور ترقی پسند تھے۔

جواہر لعل نہرو کے دور میں بھارت نے فوج، سول سروس اور نظامِ حکومت میں بنیادی اصلاحات کیں اور فوج پر سول بالادستی کو مضبوط بنایا۔ 

اس کے برعکس مسلم لیگ واضح طور پر برطانوی سامراج نواز تھی، جس پر جاگیرداروں اور غیر جمہوری قوتوں کا غلبہ تھا۔

ایک کڑوا سچ

ابتدا ہی سے بین الاقوامی آقاؤں کی مدد سے پاکستانی فوجی افسران نے سویلین حکومتوں کو دبایا، اور یہ عمل آج تک جاری ہے۔

پاکستان مسلمانوں کے لیے نہیں بنایا گیا تھا۔

یہ دراصل اس لیے بنایا گیا کہ برصغیر کو وسطی ایشیا اور افغانستان کی سمت سے آنے والے حملوں سے محفوظ رکھا جا سکے۔ 

برطانوی سامراج نے پاکستان کو نوآبادیاتی انتظامی، عدالتی اور فوجی قوانین دیے، جنہوں نے مسلسل عوام پر مصیبتیں، ناانصافیاں اور اذیتیں مسلط کیں۔ 

موجودہ بحران 

ایسے حالات میں کیا کوئی یہ سمجھتا ہے کہ پاکستانی بیوروکریسی کا وہی نظام، جو پاکستان کے زیرِ انتظام جموں و کشمیر اور گلگت بلتستان پر مسلط ہے، وہاں خوشحالی لا سکتا ہے؟

جو لوگ ایسا سوچتے ہیں وہ احمقوں کی جنت میں رہ رہے ہیں۔

 کیا اس سڑے ہوئے نظام کے تحت ہونے والے انتخابات عوام کی زندگی میں کوئی تبدیلی لا سکتے ہیں؟

میں ایسا نہیں سمجھتا۔

وہی سہولت کار دوبارہ اسمبلیوں میں آ جاتے ہیں وفاقی حکومت اور خفیہ اداروں کی مدد سے۔

اب کیا کرنا ہوگا؟

حقیقی تبدیلی دھوکے باز سیاست دانوں، سیاسی جماعتوں یا فوجی اسٹیبلشمنٹ سے نہیں آئے گی۔یہ تبدیلی صرف اور صرف عوامی قوت سے آئے گی۔

عملی لائحۂ عمل

پاکستان کے زیرِ انتظام جموں و کشمیر اور گلگت بلتستان کے عوام میں آگاہی پیدا کی جائے، انہیں متحد کیا جائے اور عوامی ایکشن کمیٹی جیسے پلیٹ فارم کے ذریعے مشترکہ متحدہ محاذ قائم کیا جائے۔

عوام کو یہ تعلیم دی جائے کہ نوآبادیاتی نظام کے تحت انتخابات ان کے مسائل کا حل نہیں۔

پاکستان کے زیرِ کنٹرول دونوں خطوں کے لیے علیحدہ آئین تیار کیے جائیں۔ اقوامِ متحدہ سے درخواست کی جائے کہ وہ آئین سازی کے عمل میں مدد کرے، کیونکہ اقوامِ متحدہ کے مبصرین آج بھی ان علاقوں میں موجود ہیں۔

موجودہ عدالتی اور انتظامی نظام میں بنیادی اصلاحات کی جائیں تاکہ وہ جدید معاشرتی تقاضوں سے ہم آہنگ ہو سکیں۔

تعلیم، صحت، زراعت، قدرتی وسائل، موسمیاتی تبدیلی، سیاحت اور غربت کے خاتمے کے لیے اصلاحاتی کمیٹیاں قائم کی جائیں۔تمام محکموں اور وزارتوں کو پاکستان سے ڈیپوٹیشن پر آنے والے افسران سے آزاد کیا جائے۔

 جموں و کشمیر اور گلگت بلتستان کو غیر ملکی سرمایہ کاروں کے لیے آزاد زون قرار دیا جائے، مگر مقامی کنٹرول کے تحت۔

گلگت بلتستان میں اسٹیٹ سبجیکٹ رول بحال کیا جائے۔

نوآبادیاتی نظام کے خاتمے کے بغیر نہ انصاف ممکن ہے، نہ وقار، نہ خوشحالی۔

آگاہی، اتحاد اور آئینی جدوجہد کا وقت اب آ چکا ہے۔

When I thought it couldn't get any worse, today's schedule was over 9 hours behind schedule! I couldn't get to sleep till beyond 0500hrs this morning (already 2 hours behind schedule) and woke just after midday.

Sardar Bahadur Ali Khan can probably be described as the pioneer of peaceful rights movement in Jammu Kashmir & Allied (areas) and his life deserves scrutiny to acknowledge his efforts. We will try and get more details on his struggle for land proprietary rights in due course:

The Dichotomy of Identity

Faith and Citizenship in Muslim Communities

The statement, "We are either Muslims or Citizens; we can't be both, no matter who says what, where, or how," vividly captures a profound struggle between religious identity and national belonging. Many individuals in Muslim communities feel caught in a dichotomy where faith and citizenship are often seen as mutually exclusive due to legal, social, and political realities. Citizenship is a legal and political relationship with the state, conferring rights, responsibilities and loyalties.

It demands allegiance to national laws, values and often a secular public order. For a Muslim living in a secular democracy such as India, this can present difficult challenges—especially when state laws or social biases appear to conflict with Islamic principles or community interests. Issues around personal law, religious freedoms and political representation often highlight this tension.

In some cases, as with the Citizenship Amendment Act (CAA) and National Register of Citizens (NRC) in India, Muslims experience fear of disenfranchisement and exclusion, reinforcing a sense that their religious and citizen identities cannot coexist without contradiction. On the other hand, being Muslim is deeply tied to faith, personal conviction and a way of life shaped by beliefs and values. This identity permeates every aspect of a believer’s existence, making it impossible to separate faith from daily living or civic participation entirely.

Islam’s ethical teachings emphasize justice, compassion and community welfare—values that resonate with the ideals of citizenship. Muslim communities across secular states have actively sought ways to reconcile these identities beyond the perceived dichotomy. Through reinterpreting Islamic teachings in line with pluralistic and democratic values, many scholars and leaders argue that Islam inherently supports principles of civic equality, religious freedom and social justice. Far from being in conflict, faith can motivate active citizenship, where contributing to the common good becomes a religious duty. Historical examples, such as the Constitution of Medina, illustrate early Islamic governance that balanced religious distinction with political unity and mutual rights.

This model underscores the possibility for Muslims to maintain faith identity while engaging as full citizens in pluralistic states. In contemporary times, Muslim citizens participate in democratic processes, social activism and interfaith dialogues, asserting their dual identity confidently. For many, civic engagement is a form of worship and social responsibility. They advocate for inclusive citizenship models that respect diversity instead of enforcing a rigid secular exclusion of religious values. This approach challenges Islamophobic and exclusionary narratives, allowing Muslim identity to flourish within civic frameworks. However, this reconciliation faces obstacles—legal restrictions, social discrimination and political marginalization continue to hamper full acceptance.

The tension between identity and belonging remains acute for many, marked by experiences of alienation and the challenge of navigating conflicting demands ,while the stark statement that Muslims must choose between faith or citizenship reflects real societal challenges, it is neither inevitable nor absolute.

Through reinterpretation, civic participation, and demand for inclusive rights, Muslim communities demonstrate that faith and citizenship can co-exist dynamically, is possible only when mankind copies the governance model that exists in Dubai etc.

Daily Diary (DD) - Day 230 of 2025

1454hrs:

Another day at home after feeling exhausted from 2 days of relatively intense travelling, given that I'd just come out of a 6 day hunger strike not much more than a week ago.

This is time for the family as well as time for improving the 20 year old independent research record.

Wherever important documentation is released or published by anybody related to this territory, I do make a point of documenting it for the public record.

Here are a few important examples for today:

1) Press Release Rawalakot Arrests

The United Kashmir People's National Party (UKPNP) strongly condemns the arrest and torture of peaceful protesters in Rawalakot, Poonch (PoJK).

Peaceful protest, freedom of association, peaceful assembly, freedom of expression, and the right to self-determination are fundamental human rights enshrined in the Universal Declaration of Human Rights (UDHR), including:

- Article 19 – Freedom of opinion and expression  
- Article 20 – Right to peaceful assembly and association  
- Article 5 – Protection from torture or cruel, inhuman or degrading treatment  
- Article 9 – Protection from arbitrary arrest, detention or exile  
- Article 1 – All human beings are born free and equal in dignity and rights  
- Article 21 – Right to take part in government and express political will  

The arrests and torture of individuals who were peacefully chanting slogans such as “We want freedom,” “No to accession,” and “Kashmir humara chhor do” are clear violations of these international laws and principles. Such oppressive tactics cannot silence dissent or suppress the legitimate aspirations of the people.

UKPNP will raise this issue at all international forums, including the United Nations, and demands the immediate and unconditional release of all detainees.

2) Condemnation of Human Rights Violations in POJK: Call for International Intervention

Date: 17 August 2025

On 13 August 2025, a volleyball match organized by the Poonch Volleyball Association in Pakistan-Occupied Jammu & Kashmir (POJK) turned into a scene of political repression and violence.

Political figures, including MLA Hassan Ibrahim and Tahir Anwar Advocate, incited the crowd with political slogans. When spectators peacefully raised slogans affirming their Kashmiri identity, police—acting on the direct orders of these leaders—launched baton charges, tear gas shelling, and arbitrary arrests. The following day, false FIRs were registered, and a search campaign against innocent civilians was initiated.

This is a gross violation of fundamental rights, including freedom of expression, peaceful assembly, and protection from arbitrary detention. Such actions silence the voices of Kashmiris and deepen mistrust in the region.

We Demand:

Immediate and unconditional release of all detainees.

An end to harassment and intimidation of civilians.

Accountability of politicians and officials who ordered these unlawful actions.

International monitoring of the situation in POJK.

We call on the United Nations, human rights organizations, and the global community to urgently intervene and hold those responsible accountable.

Justice, dignity, and freedom are the rights of every citizen — the people of Jammu & Kashmir must not be silenced through force.

3) Subject: Urgent International Appeal to Save the Life of Mr. Yasin Malik

Dear Sir/Madam,

I am compelled to draw your urgent attention to the case of Mr. Yasin Malik, Chairman of the Jammu and Kashmir Liberation Front (JKLF), who has been convicted under a process that raises serious concerns about fairness, transparency, and compliance with international human rights standards. 

Mr. Malik’s 13-year-old daughter, Ms. Razia Sultana, has appealed to the conscience of the international community to save her father from imminent execution. This appeal goes beyond one individual case—it concerns the fundamental principles of justice, human dignity, and the protection of political freedoms in conflict-affected regions.

Under Article 6 of the International Covenant on Civil and Political Rights (ICCPR), the right to life is protected as a supreme human right. The imposition of the death penalty following a trial that does not meet international standards of fairness violates Article 14 of the ICCPR, which guarantees the right to a fair and impartial hearing. 

Moreover, Article 19 of the ICCPR upholds the right to freedom of opinion and expression, which includes peaceful political expression such as that exercised by Mr. Malik throughout his political career. 

The execution of a political leader under questionable judicial circumstances risks silencing dissenting voices and undermining the democratic principles that the United Nations and the international community strive to uphold. It may also escalate tensions in an already volatile region, thereby threatening international peace and security, contrary to the purposes and principles of the United Nations Charter (Articles 1 and 55).

I therefore respectfully urge your good office to:

1. Intervene with the Government of India to halt the execution of Mr. Yasin Malik;
2. Ensure that he is afforded his right to a fair, transparent, and impartial trial in                        accordance with international standards;
3. Send an independent fact-finding mission or engage relevant UN Special Rapporteurs         to monitor and report on his case;
4. Safeguard his life and uphold the principles of justice, human rights, and the rule of            law.

This is an urgent matter of human rights protection and international legal obligation. The world must not allow injustice to be carried out under the shadow of legality.

Daily Diary (DD) - Day 63 of 2024

1200hrs:

Tragically missed out on yesterday's entry (Day 62 of 2024) as we've been without electricity for the past 24 hours. Whenever the weather takes a turn for the worse the first casualty is electricity. I did try my utmost to make something of the laptop screen but to no avail. I have to rely on a separate monitor to use the laptop and that is powered from the mains. 

It is gut wrenching to have missed out. It is even more gut wrenching to know that there were ways to avoid it if I had planned in advance.

I did sleep around midnight and did up early at c. 0800hrs but it remained difficult to get up and do anything given the pounding the surrounding environment had taken.

Daily Diary (DD) - Day 346 of 2023

1836hrs:

Accelerating fast!

....

Such activities as the following on the part of Pakistan's army have increased in AJK over the past few years in particular. Wherever they find a scenic abode to their liking in our territory, they begin construction without any due procedure of consulting the local people or the government. This always has a devastating effect on the local environment as well as society living nearby.

It also creates fear and intimidation in the local people whose normal day to day life gets affected and gradually they are deprived of access of local natural amenities for themselves, their families and livestock.

There are no military or security compulsions for the Pakistani army to engage in such intrusive activity. It is either commercially related or a source of entertainment for them.

We have maintained contact with the locals, some of whom have tried to obtain legal reprieve in the shape of a 'stay order'. Even that, they are doing in a discreet manner so as not to invite reprisal from the Pakistani Army.

Others locals have opined that there doesn't appear to be any security compulsion for such encroachment. One even went to the extent of saying that, "We know that the Indian army is not interested in sustaining conflict and is more focused on economy, while the Pakistani army continues to give this false perception that they are under constant threat from the Indians!"

Meanwhile, we did raise this issue with the Assistant Commissioner's (AC) office in Sehnsa. The AC himself avoided meeting us on a couple of occasions as the fear of the Pakistani army runs deep in our administration. However, we understand that he did interact with the Pakistani army on his own initiative and gave them some idea of what to expect in terms of local resistance.

Indeed, we have chalked out a strategy of demilitarisation which we are implementing gradually. They have been ousted from a couple of other places in our subdivision before and likewise will be ousted from here too. 

Thriya (Afzalpur) also happens to be my adjacent village as well as the village of our current member of the AJK Legislative Assembly (MLA) Choudhary Ikhlaq.

Daily Diary (DD) - Day 248 of 2023

0812hrs:

It is total shutdown day in Poonch and Mirpur divisions of AJK today. We rapidly progress as an aspiring nation State from one milestone to the next.

Daily Diary (DD) - Day 242 of 2023

2326hrs:

We live in unprecedented times and thus must perform in an unprecedented manner.

We had the opportunity of visiting our border town of Holaar in Sehnsa where the local public have also set up a daily camp to notify the Pakistani State and their satraps in AJK that 'enough is enough'. This visit also coincided with Commander Farooq of Mong's visit to the area to sensitise the local conformist politician Pehlwan Bashir about the direction of the current rights movement in AJK:


We put 3 questions to Commander Farooq in reference to the Poonch Uprising in 1947; which culminated in the declaration of a provisional government in Junjaal Hill, Palandri on the 24th of October 1947: 

1) This declaration by Sardar Ibrahim (Available at this hyperlink) referenced the people of this territory as the reason why they rebelled against the Maharajah of Kashmir. Why has the people's reference been bypassed from that date in 1947 to this date in 2023, to the extent that we are on the cusp of another rebellion?

2) This declaration assured that all (religious) minorities in the State would be included in governance, yet far from being included they were ruthlessly driven out of what became AJK. His thoughts on that?

3) This declaration made it clear that they wanted to enjoy equally peaceful and fruitful relations with their neighbours India and Pakistan. Yet, this government was and continues to remain biased towards Pakistan. Indeed, the latter expects the people here to remain blindly faithful to this territory's accession to Pakistan. How did such a 'switch' occur?

Daily Diary (DD) - Day 178 of 2023

Another needless set of tragedies on the LOC, this time in Poonch Sector:

Muhammad Qasim 61 year old son of Muhammad Deen and Muhammad Ubaid 22 year old son of Abdul Qayoom (both of Tithrinote) lost their lives to Indian sniper fire despite being well inside the Pakistani controlled zone of the LOC, resting under the shade of a tree while their livestock grazed the pastures.

This was the same tree that the Pakistani army used as a shade in the past, as recently as the day before this event.

Both Qasim & Ubaid had spent their lives in agriculture and looking after their livestock. While these two succumbed to Indian sniper fire, a third local Abdul Majeed (alias Bhutto) - 35 years of age - was injured and managed to drag himself to a Pakistani post where he was given a pain killer but detained for a few hours while the Pakistani army refused to tend to the other two civilians shot. In fact, they prevented others from going to retrieve them.
  
This land on which the 3 fellow villagers were sitting is locally known as the land of Professor Saidullah. According to Ubaid's father Qasim the LOC was more than 500 yards away from this location, while the nearest Indian army post was a further 100 yards away, from where these sniper shots were fired.

By around 2pm (over a couple of hours later) local villagers could not wait any longer for the Pakistani army to give them permission to retrieve the 2 fellow villagers lying injured or dead under the shade of the tree. The local villagers tore off their vests to use them as white flags to reach them. The 61 year old Qasim was already dead while the relatively younger 22 year old Ubaid was still breathing.

Local ambulances in the vicinity refused to come to their aid. Eventually, a local Mazda truck was used to take Ubaid to a local dispensary while the other villager Qasim's dead body was taken to his home. The local dispensary had nothing to treat Ubaid with and he was then rushed to Hajeera (tehsil headquarter - THQ) hospital, over 10 kilometres away.

At the THQ, there was little that the hospital staff could do either to prevent Ubaid's death.  

In the subsequent days, nobody from the Pakistani army came to condole the dead. However some people from the Rawalakot administration did come to enquire of what happened.

The overall scenario of the LOC in this region of Poonch - in particular - suggests that locals are being driven away from lands where their livestock grazes and where they would previously sow crops for livelihood, in preparation for what appears to be a back-door agreement between India and Pakistan to define the LOC as an international border, without the local people's reference.
