Daily Diary (DD) - Day 306 of 2025

0854hrs:

Countdown to end of 2025: 60 days

The differential remains at c. 4 hours but I am now confident that it can be genuinely shortened. 

Our list of daily activities is also increasing as we enter the last 60 days of the year. 

The level of co-operation from the public is also increasing.

Most of our people still want to cling on to some form of special interest group, in the hope that it will deliver some form of bargaining chip that the world will accept.

The world only recognises us as a 'people' legally and politically. 

It is through 2 decades of independent research - which means refraining from becoming part of any special interest group or even being employed by anybody or conducting a business of any sort - which gradually made me realise how important it was for the people to devise a contract between themselves. 

Then only will the world take you seriously.

Is the soil and water of that contract. 

Money talks and makes the world spin, may be the tune of the devil yet it provides a measurement of commitment to a contract, if understood as a tool to sanctify public authority.

Respected Sir/Madam,

I am writing to draw your kind attention toward a grave violation of fundamental human rights and democratic freedoms taking place in Gilgit-Baltistan, Pakistan. Two prominent student leaders — Comrade Shakir Ali, President of the Diamer Astore Division Karakoram Students Organization, and Comrade Babar, Central Vice Chairman of the same organization — have been arrested and unjustly detained by the local authorities.

Their only “offense” has been raising their voices peacefully for students’ rights, access to education, and the protection of social and political freedoms guaranteed under both the Constitution of Pakistan and international human rights conventions. The detention of these student representatives reflects a clear violation of the fundamental right to freedom of speech, association, and peaceful assembly.

We request your urgent intervention and advocacy to:

1. Demand the immediate and unconditional release of Comrade Shakir Ali and Comrade Babar.


2. Urge the Government of Pakistan and local authorities in Gilgit-Baltistan to respect democratic principles and human rights.

3. Monitor the situation of political and student activists facing repression in the region.

Your voice at the international level can play a crucial role in ensuring that justice, human dignity, and democratic freedoms are upheld.

Daily Diary (DD) - Day 12 of 2025

Inputting my daily diary just 4 minutes later than intended.

It is abominable what our friend Javed Qureshi (Numberdaar) of the Tangir Valley in Gilgit is facing as punishment for struggling for his people's basic rights. Not only has he faced imprisonment but his family is being targeted too. His wife Nashad Parveen, who has done so much to ensure female education in the region has been denied access to her bank account, amongst other forms of ostracism.

Our readers (followers, monitors etc.) shouldn't forget that we are into our 852nd daily episode on X (formerly Twitter) today, which has been achieved in just 853 days. We just missed out on 1 day (Day 32) due to my own shortcoming. We haven't been able to embed our daily Space here for various reasons but it should be remembered that this is just another of our daily features, in our day to day activity for our land and people:

 

All issues - big & small - which concern the lives and livelihood of the many, merit attention and resolution.

Daily Diary (DD) - Day 124 of 2024

2009hrs:

Despite sleeping close to midnight, I couldn't wake at 0500hrs or even 0900hrs, rather I got up just beyond midday. 'Enjoying' almost 12 hours of sleep. This is a move in the wrong direction despite the fact that I'm maintaining the new dietary pattern of eating well in the morning and then just having a cereal in the evening while missing lunch. In fact, I even missed out on eating my evening cereal yesterday.

Obviously, we throttle on despite everything.

The security situation in AJK is at its most perilous post 1947 given the AJK government and it's sponsor Pakistan's inability to contain a year long peaceful resistance to:

1) Unwarranted hikes on the price of electricity in a territory producing much more than its own needs.
2) Inaccessibility to subsidised flour for the affected masses at large.
3) Unnecessary privileges & perks enjoyed by the bureaucracy & politicians of AJK  

With a nationwide 'Long March' announced by the Joint Awaami Action Committee AJK for the 11th of May (2024), the following government circular looks ominous and it has been followed up with a drastic increase in Pakistani troops throughout the rural & urban landscape of AJK to crush this peaceful & persistent resistance:

Daily Diary (DD) - Day 36 of 2024

0851hrs:

Have returned to almost where I left off a day before yesterday. Although I slept at c. 0200hrs I did get up at 0800hrs this morning. The length of sleep is at the optimum level but the timing is still 2 hours out of sync.

Today is an important day in the journey towards reclaiming ownership of AJK by its people.

The 5th of February will never again be used as a date to re-affirm colonisation of Jammu Kashmir & Allied areas in the name of false solidarity:

After another solid public turnout a local youngster was keen to interview me in reference to the transfer of water and soil from Sharda that ended up in Ayodhya, Uttar Pradesh India:

Today was also an opportune time to try and make contact with the Indian Government on the matter of our missing juveniles who mistakenly crossed the LOC at some point in the last couple of years. We are focussing on one case in particular:

JKA PUBLIC AGENCY acting on the request Muhammad Aslam Khan (maternal grandfather & guardian of juvenile Abdus Samad) would earnestly like to bring to your attention the prolonged detention of Abdus Samad son of Muhammad Banaras Khan (date of birth: 22/03/2007) at an ‘Observation Centre’ or ‘Juvenile Home’ in Ranbir Singh Pura in Jammu district of Jammu & Kashmir, despite an order for his release by the Juvenile Justice Board in Poonch district on 25 August 2022 reference: https://www.thequint.com/news/india/pakistani-minor-boy-asmad-ali-kin-react-release-order-by-juvenile-board-held-for-crossing-line-of-control

Abdus Samad (also referred to as Asmad Ali in the press) has already been through a very turbulent childhood wherein he lost his parents at a very young age and has been brought up by his maternal grandmother, whose own health has deteriorated to a critical level because of her grandson’s prolonged absence.

The family have also engaged Advocate Zahid Ahmed Ghorsi of Jammu to obtain his release through due legal process and would be happy to arrange any relevant legal fees through your High Commission in Islamabad, Pakistan.

We recognise that this is quite an unconventional way of resolving a matter that perhaps could have been resolved in a more simplified manner much closer to the time of it occurring. Over 2 years have now elapsed and we wish for a conclusion in the form of repatriation, ideally with Abdus Samad being handed over to his family at the crossing point in Tithrinote/Chakkan Da Bagh (operational between 2006 & 2018), where his grandparent’s home is barely metres away from.

We would request that you guide us as to how this matter can be amicably resolved to the satisfaction of all parties concerned and what relevant assurances would be needed in this regard.

We thank you for your time and hope this proves to be a worthy mechanism for conflict resolution.

Daily Diary (DD) - Day 355 of 2023

When the 'boot is on the other foot' it is difficult for our people to recognise the requirements of a 'peace strategy' as opposed to a 'conflict strategy', whereby our people have traditionally fell 'lock, stock and barrel' for the latter without thinking much about the consequences.

As intimated earlier, we have begun scrutinising the workings of local government organs in the tehsil (subdivision) of Sehnsa, my home tehsil. Today was our maiden visit to the 'Department of Alms', described in Urdu as 'Tehsil Zakat wa Ashar Committee':

'Your Rule' & 'My Rule' = 'Public Rule' = Popular Sovereignty

We have embarked on an advanced stage at Jammu Chowk in Sehnsa today:

As with our previous public sit-in protests in Kotli - Shaheed Chowk (2022) and Dadyaal - Maqbool Bhat Shaheed Chowk (2022 to 2023) we will try and provide a photo of our presence at Sehnsa - Jammu Chowk on each day that we attend. It should be noted that this presence is very different from the previous two, on many counts. As a hint, the earlier two were on our own initiative and our presence was not only daily but at times had to extend to 24 hours, while the initiative at Sehnsa has been taken by the public in Sehnsa itself in mid August 2023 and our presence is not strictly daily. In short, the public has finally woken up in 2023 and taken veritable responsibility:

Here's an analysis by Dr Shabir Choudhary of where the Awaami Action Committee - AJK stands vis a vis the Government of AJK, followed by my response:

1. I have no doubt in sincerity of the Action Committee members, who were selected to hold dialogue with the Conciliation Committee established by the Government of Azad Kashmir.

2. However, by looking at the handwritten 2 paragraph Urdu document, it appears that the Conciliation Committee has already won the battle; but the war is still to be won.

3. Sadly, the representatives of the Action Committee failed to discharge their responsibilities and protect genuine demands and fundamental rights of the suffering people of Azad Kashmir.

4. I can understand constraints of the Government selected Conciliation Committee; and I am also cognizant with the legal and constitutional  (Lent Officers, Act 74, Ministry of Kashmir Affairs, The Karachi Pact, Kashmir Council, GOC Murree and the secret agencies) under which they have to conduct affairs of this region controlled by Pakistan.

5. Despite all the checks, controls and restrictions their loyalty must be with the people of Azad Kashmir, and they must protect and enhance fundamental rights of the people. 

6. The Action Committee should demand that there must be a national grid in Azad Kashmir, and all the electricity, around 4,000 Megawatt, produced in Azad Kashmir must go to Azad Kashmir national grid instead of the Pakistani national grid.

7. Our electricity consumption is between 350 to 400 Megawatt, and the rest WAPDA should purchase from Azad Kashmir so that we can also benefit from our resources.

8. The WAPDA or Pakistan should pay us back all the money they illegally and forcefully collected from us in the name of Neelam Jhelum project.

9. All the Dams built in Azad Kashmir must be under the control of Azad Kashmir Government.

10. All other resources of our region should also be under control of Azad Kashmir.

11. All estates belonging to the erstwhile State of Jammu and Kashmir must be controlled by the Azad Kashmir.

12. Problems of Azad Kashmiri expatriates must be resolved. They must be accorded with all necessary facilities at all the airports.

13. All citizens of Azad Kashmir must be provided travelling documents so that they can travel abroad and also visit their motherland.

14. Army must limit themselves to their barracks and vacate mingling with residential areas.

15. The current ‘agreement’ with the Conciliation Committee is inadequate and too vague, and that will strengthen the position of the Government.

16. As the agreement stands, my apprehension is that the Government with the help of the Conciliation Committee is playing games with the Action Committee; and their real agenda was and is to delay matters and take the momentum out of the Movement which has massive public support.

17. This vagueness will be interpreted by experts of the Azad Kashmir Government to benefit the authorities and Pakistan at the expense of the ordinary citizens of Azad Kashmir who are suffering because of the exploitative policies and a pro Pakistan system of governance.

18. The Action Committee must induct some experts who can help and advise them.

19. There is no mechanism to implement the final agreement. What action could be taken if the government refuses to implement some of the conditions.

My response on 22/12/2023

Have read and agree. Pressure can be put on the Awami Action Committee to broaden their consultative process with the public (especially experts in various relevant fields) and to draw tangibles from their interaction with the AJK 'government'. 

That is, focus on what is possible now - to gain those usurped rights which can be delivered straight away without complexity and to press on GovtAJK to prepare process for your point about selling all electricity through a national AJK grid including a mechanism on how that national wealth will be utilised in AJK. Would it be confined to subsidised bills for our population or will the Govt share that new found income with the public? 

Examples like Norway come to mind.

Legal and constitutional matters should be phased in within the engagement which should continue and not tempt the Awami Action Committee into making a 'full and final' deal.

This has to be a sustained exercise. The public should not forego their sit-in protests at any cost. They are a guarantor of regaining the territory of AJK for its people.

Otherwise, we will end up back at square one.

Daily Diary (DD) - Day 324 of 2018

1435hrs:

When I'm just engaged in data organisation at home - like I was yesterday - other matters of public interest suffer. Everything seems to be a race against time.

Momentum is building over the arrest of Maulana Sultan Raees, leader of Awaami Action Committee Gilgit Baltistan (AAC-GB). He's also been unanimously nominated by various wings of civil society in AJK to be their declared representative in policy matters where AJK and GB converge.

In our opinion, he is being victimised by the Pakistani State for attending a seminar in AJK, in particular.

Here's a letter written by Quayyum Raja to the international community (global civil society):

We appeal to all democratic and justice-loving people to protest against the arrest of Maulana Sultan Raees, who chairs the people's Action Committee (AAC-GB-AJK) which comprises of several political and religious parties (and groups) from Azad Jammu & Kashmir (AJK) and Gilgit Baltistan (GB). 

Both territories are being controlled by Pakistan that has discouraged and disrupted communication between the people of two territories (GB and AJK), which were both parts of the United States of Jammu Kashmir until 1947, when India and Pakistan clashed over this territory, thereby forcibly dividing it. 

The only crime of the arrested leader is that he attended a seminar held in Mirpur (district capital of AJK) by the Azad Jammu Kashmir Syllabus Action Committee, chaired by this writer. 

We have been campaigning for the inclusion of Jammu Kashmir history into our national curriculum here, which is also controlled by Islamabad.  

We believe that it is the right of Kashmiri children to study their history like all other nations.

The update above was supposed to have been written yesterday. Events do move forward faster than one individual can possibly find the opportunity to write about.

In this inter-connected world, many activists simultaneously engage on addressing the authorities' cruelty, at home and abroad.

As a consequence, Maulana Sultan Raees was released on bail from Gilgit jail this afternoon, after 4 days in captivity.



Meanwhile, on a more shallow note, I've been able to blog daily for 68.2% of the year so far. Let's see if the percentage can increase by day 365 on December the 31st 2018.
