We considered it newsworthy to present the following 'development' at the UN headquarters in New York, courtesy one of the more experienced members of our AJK diaspora, now living in political exile in the USA:

Dear friends, 

I have very recently had the opportunity to attend the 56th session of the United Nation's Commission on Population and Development (CPD56), at their headquarters in New York between the 10th to the 14th of April (2023).

This session was attended by many nation States (members of the UN), civil society organisations and NGOs. Each government and organisation in attendance presented their respective policies on the domain in which they operate.  

Each country and organisation had been allotted a desk with their nameplate to identify them. I found it astonishing that the Pakistani desk was totally absent throughout the session. Hailing from a Pakistani-controlled territory - namely AJK - I had been keen to find out who was representing Pakistan.

Everyone was seated in alphabetical order and thus after O, I began searching for Pakistan amongst the P's. Alas, despite searching thrice I couldn't find the name of Pakistan anywhere.

Most member States of the United Nations were present and representing their countries' policies regarding population, education and sustainable development. Cuba, India, Serbia, China, Russia, Germany, Egypt and many other countries narrated robust policies on health, education, gender equality, technical education and capacity building of youth amongst other subjects.

One country who's absence was conspicuous was Pakistan.

  

I then tried to find out why the Pakistani desk was absent in this annual session of the UN Commission on Population and Development. I learned or was rather reminded of the bitter reality that throughout the UN and its affiliated organisations, it is usually former Pakistani army officers or retired diplomats that are hired to represent Pakistan.

In such an apathetic scenario dear friends, what can be expected from these old lethargic self-centric beings?

I missed out on yesterday's diary (Day 106 of 2023) just because of deep engagement in our daily Twitter Space, despite setting up to write my entry about half an hour before midnight (c. 30 minutes ago).

It is painful. 

The 4 days missed last year (2022) were totally unavoidable because I was in Kotli jail for 4 full days of the 6 spent there between the 10th and 15th of March 2022.

My consistent punctuality performance over the past 14 days (Second best performance to date in 168 days) has been deflated, almost as if in a flash. The punctuality surplus of 18 minutes has also reverted back to a deficit, quantified as 23 minutes in this case.

Here's yet another case (amongst countless such cases) of a citizen of ours being picked up from near the LOC, who the Pakistani security forces considered to be a threat of some sort and thus they carried out a familiar pattern of abduction and incarceration - without providing an opportunity for legal recourse - while abusing Geneva conventions.

Here's a statement in Urdu, followed by the ID card particulars of the incarcerated gentleman in question, which is then followed by a translation in English:

The Pakistani Army abducted me. For two and a half years they kept me in various torture cells and repeatedly meted out both mental and physical violence upon me. They did not allow me to speak in any manner whatsoever. They did not provide any facility for me to meet my wife and children. They kept me in dark cells. After two and a half years of making me endure such brutality they dumped me at Bagh jail in Azad Jammu & Kashmir (AJK). 

The Pakistani Army had sentenced me to 10 years long imprisonment which is an absolute travesty of justice, not least because I'm not even a citizen of Pakistan. 

The Pakistani Army have occupied my proprietary land (in Degwar Haveli) where I live, situated near the LOC. On one side we are facing the Indian Army and on the other side we are facing the Pakistani Army. 

The Pakistani Army accused me of being in contact with the Indian Army. Now, six years have elapsed in torture cells or jail. 

The United Nations should take notice of these serious human rights violations by the Pakistani Army. I want to be released from this ordeal. My family and I need protection.

Further Notes:

MDS is a hospital run by the (Pakistani) Army, in front of which was Imtiaz Shah's shop selling herbal medicine. This is where he was abducted from (This place is known as Tachchan MDS) by some plain-clothed personnel while others were in police uniform.

Upon such disappearances, the provision of a lawyer is not available. Furthermore, many people who are taken away in such a manner are not able to bear the difficulties meted out to them in torture cells and they consequently die.

Nevertheless, when I was transferred to the civil jail in Bagh, I have since hired a lawyer. My case is being heard at the Rawalpindi Bench of the Lahore High Court but even the court is unable to deliver justice as they are also faced with pressure from the Pakistani Army. 

Despite this reality, I have lodged a case in court. (What other recourse is available to me in such circumstances?).  

(Meanwhile, Imtiaz Shah was transferred from Bagh jail to Mirpur jail where he remains incarcerated)

Overall, we were late on 12 of the fourth 40 days (viz. 30% late), which is a reversal of the incremental improvements in punctuality we achieved by Day 120. For example, we were late for only 9 of the third 40 days (viz. 23% late) which was an improvement on 12 of the second 40 days (viz. 30% late and same as the fourth 40 days), which itself was an improvement on 30 of the first 40 days (viz. 75% late). 

Thus:

1st 40 days -  75% late (30 of 40) 290 minutes deficit

2nd 40 days - 30% late (12 of 40) 214 minutes deficit

3rd 40 days -  23% late (9 of 40) 40 minutes deficit   

4th 40 days - 30% late (12 of 40) 5 minutes surplus

Total: 63 days late of 160 = 39% late!

This is an improvement from being 43% late by Day 120, which improved from being 53% late by Day 80, which in turn improved from being 75% late by Day 40.  

Obviously, we still have room for improving our punctuality further despite our incremental gains, especially since Day 50 when we had accumulated a punctuality deficit of 580 minutes and a late ratio of 76%.

Finally, the last piece of punctuality statistic that we want to highlight is the most amount of days in a row that we have been able to remain punctual in 160 days: 

We will only include those days where we were punctual for at least 2 days in a row:

Days 51 to 59 = 9 days

Day 61 & 62 = 2 days

Over the years I have responded to many an analysis about our region but not every comment or response has been appropriately lodged in this weblog, to date. Instead of leaving these matters pending I will try and upload them as and when they are written, in future.

I would suggest that it is impractical to make a long term or even medium term plan for this region because people don't have control of their present. They have been put in a straightjacket by the British empire which only gives space to India and Pakistan along very carefully crafted lines to ensure indigenous space is not created, let alone blossom.

History has also been written by victors (in this case by Britain, India & Pakistan) and they've been very meticulous in omitting important strands of history from their narrations in order to give the perception that India and Pakistan have totally contrasting/competing narratives and that Britain was a mere innocent spectator to all the events that happened in 1947.

The reality is very different from these deeply embedded perceptions and it requires a lot of extrapolation from various historical narratives to prove how and why certain key events in history occurred. There are no readily available references which limits the scope to achieve publication in peer reviewed historical journals as you suggest. Key information is also being withheld by the UK government - especially on events leading up to 1947 - and despite a freedom of information act there, they have used exceptions under the guise of not wanting to affect their relationship with India and Pakistan to deny us this information.

That doesn't mean that there isn't a solution and it also does not mean that the suggestions you have made are without merit. 

All I'm saying is that the solution requires far more effort, tenacity, accommodation & inclusion of all strands of opinion within the State than what most of our people have indulged in so far.

Prescriptions - in my opinion - are more suited to be framed on a day to day basis and the more people that are synchronised in this manner with their time, energy and resources will ensure that we find that elusive path to a solution.

It requires extraordinary effort and we can find influence and inspiration from the rest of the world but the solution here - in my opinion - will be very unique.

Thanks for your feedback. However, i am not sure how can a "Tahng Tapaaoo" attitude and living day day approach would yield any positive outcomes. Benjamin Franklin said "If you fail to plan, you are planning to fail." I very much echo what you say regarding barriers to research on historical events in Jammu and Kashmir. However, if that's what it is then it will be a great contribution in creating new knowledge based on primary research provided its done on the basis of international accept research methodology.

I think what I'm describing as a day to day approach is an organised format which confronts the problem holistically, understands the bigger picture and then breaks it down into very small particles and then works on them one by one on a day to day basis. Small targets, consistency, regular introspection creates a compound effect over time. 

We have learned that in practice. Our people tend to approach public interest spontaneously and are not mentally geared to participating effectively in a long term strategy.

However, it is possible that other people possess the ability to change this behaviour. If you try something enough times, it might eventually work.

I do think that there should be a plurality of methods adopted by different activists to find the best approach needed to influence our people.

On a personal level, I have found the day to day organised approach most effective.

As for your second point, I agree.

It's the eve of another cricket world cup final - albeit T20 on this occasion - that involves 2 teams that played out the 50 overs world cup final in 1992 - about 30 years ago at the same venue viz. MCG (Melbourne Cricket Ground) in Australia. I for one am gunning for the team that has proven to be more meritocratic for players of AJK origin - despite their heavy colonial past - than the team that represents a country ostensibly created to protect the fundamental rights of Muslims in South Asia. My punctuality deficit has increased to 214 minutes.

Being punctual consistently without fail is a highly evolved skill. Despite decreasing our deficit from a high of 580 minutes a few weeks ago down to 157 minutes yesterday, one is disappointed to go behind once again. The euphoria of many days of decreasing the deficit is less than the disappointment of increasing the deficit, albeit even for a day. The plus side is that this setback today makes me more determined to never be late again.

There are no valid excuses for such a lapse but I did work throughout the day yesterday before travelling in the evening and not sleeping till way beyond 0200hrs this morning.

In these 80 days, we dropped our punctuality deficit to a peak of 580 minutes (9 hours and 40 minutes!) on Day 50.

However, by Day 80 we have pegged it back to 214 minutes (3 hours and 34 minutes).

We were late on:

8 days of 10, in 2nd 10 days

9 days of 10, in 3rd 10 days

7 days of 10, in 4th 10 days

Thus, we were late on 30 of the first 40 days! (viz. 75% late!) and by 290 minutes in total!

Thus, we were late on 12 of the second 40 days (viz. 30% late) and we actually gained 76 minutes in punctuality, though overall (over 80 days) our punctuality deficit still has 214 minutes to make up for (from the first 40 days)

Total: 42 days late of 80 = 53% late!

By Day 40 we were 75% late, thus we have gained an improvement of 22% in punctuality.

In short, we have improved our punctuality markedly, especially since Day 50.

Some readers may wonder why I'm going through so much pain to introspect over my own performance (at least the punctuality part of it). Well, it can be used as a reference to measure the punctuality - and in due course other indicators of performance - for public servants, as we try and adjust to the requirements of governance in the 21st century, in the richest territory in the world.

The most positive element of the past 40 days has been that I haven't been absent for a single day and remember I want to keep this up - life permitting - for a whole 365 days.

With the indispensable spirit of consensus for governance in mind, we communicated with the local administration on the following issues in Maqbool Bhat Shaheed Square:

It relates to the cleaning programme we initiated from Day 1 at the Square on June the 6th. Rather than take the law into our own hands we wish to activate 'law enforcement authorities' to evict a drug abuser from the Square, who has effectively set up permanent camp here along with an increasing number of bitches who litter the Square with their excrement. Earlier, I had managed to get some details out of the drug abuser on Eid day. His name was Raashid son of Muhammad Hussain of Shakargarh in Punjab, Pakistan. He had been in Dadyaal for the past decade or so and used to ply for labour before he became a heroin addict.

The above application was taken by this writer to the Assistant Commissioner's (AC) office today, only to find that the AC wasn't present at duty today. The application was referred to M. Manzoor Mughal Naib Tehsildaar (Assistant Collector) in his absence, who in turn marked the application for the attention of the Station House Officer (SHO) at Dadyaal police station. The SHO marked it for his understudies and also called someone to immediately evict heroin addict Raashid from the Square.

I did suggest that the 'authorities' deport him back to his home country but....everyone wonders as to who will finance such an initiative! 

We still have a long distance to cover before governance is properly delivered in AJK.

But we have made a start.
