Daily Diary (DD) - Day 219 of 2026

0608hrs:

I continue to stretch my energy levels at the age of 54, in order to bring you on-the-ground details and/or analysis of this pathetic war imposed by Pakistan on AJK, now into its 64th day of 'execution'. 

We are straining to collect precise and up-to-date data on the human cost of this war, though an almost complete communications black-out is hampering this objective:

Since 5 June 2026, at least:
200 killed (or missing presumed dead) 
1,000 injured 
2,000 arrested
Many thousands more harassed, properties damaged, businesses sealed, FIRs lodged etc.

Thankfully, there is also a dedicated web portal that is logging human rights violations in our territory and this should gradually prove to be an invaluable reference viz. Jammu Kashmir Human Rights Observatory

We are of course using every peaceful means possible to avert this mayhem and our diaspora is as practically involved as we are in pursuing a permanent end to this war. 

Examples of angles pursued:

1) First and foremost, an on-the-ground peaceful rights movement in AJK, which has gradually obtained the support and potential mobilisation of 90% of our population. 

2) Creating awareness and mobilisation (wherever practical) of our diaspora throughout the world and especially in the United Kingdom, using peaceful protests & marches to highlight the plight of our people. 

3) Alerting & informing all relevant human rights organisations (both at home & abroad) of factual details on the ground. 

4) Engaging UK MPs (especially those of AJK origin followed by those parliamentary constituencies where our diaspora's vote is critical). The aim is to utilise them as the most appropriate form of mediation between an un-armed & practically disenfranchised population, up against a neighbouring country armed to the teeth and carrying a perception that they are the sole arbiters of this territory, while enjoying immunity from any form of prosecution for their aggressive intent. 

It is encouraging to learn that Imran Hussain MP (Bradford East) and chair of APPGK (All Parties Parliamentary Group on Kashmir) has not only regularly raised his voice inside & outside parliament but has in fact also written to the Pakistani 'State' announcing his intent to mediate on this crisis. He hasn't received a response yet! 

Meanwhile, this writer is intent on focussing on the United Kingdom's legal responsibility to tackle the unnecessary dilemma that it created (Jammu Kashmir as a territorial issue between neighbouring countries while practically subtracting the people), against the very rules that it created viz. Indian Independence Act 1947.

Given that UK MPs in general as well as the UK government in particular, are not going beyond making generic appeasing statements to both sides while professing to closely monitor the situation, it has become necessary to explore legal avenues to compel them to fulfill their legal responsibility. 

We will begin by framing a petition in an appropriate UK court and if that is not accepted or if that doesn't provide legal remedy, we will explore the possibility of filing an application against the UK government in the International Court of Justice (ICJ) at The Hague, in the Netherlands. 

Simultaneously, we are trying to engage the UK public at large on the prospect of them empathising with our plight (born out of British colonial decision-making) and co-operating with a day's lockdown of the UK, given that we have entered our 64th day of an imposed lockdown.

Daily Diary (DD) - Day 154 of 2026

Yes, another false start but true in every other sense!

We have reached boiling point in our differences with the powers-that-be, hitherto ruling this territory of AJK practically un-opposed.

A lot has changed in these past 3 years and our neighbouring countries are finding it difficult to come to terms with. All will be ok if the route of violence and provocation towards such is avoided by all parties concerned. Hence, the following circular drafted after a lag of 2 years:


This is a brief civil society safety alert (alarm) from the public of Azad Jammu & Kashmir (AJK) to the UK Government

Openly published by Tanveer Ahmed Rafique by all means available to ensure transparency and inclusivity of all stakeholders concerned, on Wednesday the 3rd of June 2026 at 0205hrs.

An independent action-oriented grassroots-funded public policy researcher, working un-interrupted on-the-ground in the aforementioned territory since April 2005, with hitherto journalistic experience of other international conflict zones & British parliamentary affairs.

The situation in AJK, in the backdrop of a continuous 3 year long peaceful #RightsMovementAJK and its unfulfilled public demands - agreed in writing by both the government in Muzaffarabad and representatives of the State of Pakistan - has reached such a level of uncertainty that the local inhabitants are in clear danger of losing their life, wealth & honour. This creates direct concern for our diaspora throughout the world (especially & primarily in the United Kingdom).

Sources on the ground fear a '5 August 2019 Indian-controlled Jammu Kashmir Ladakh' type of operation being launched here imminently. 

Talks have hit the end of the road and final deadline on 31 May 2026, vis a vis Jammu Kashmir Joint Awami Action Committee JK #JAAC and the powers-that-be in Pakistan. 

This is after months and years of a repeated cycle of dialogue, death, time-bound written promises and deadlines.

The public of AJK - ably and peacefully mass mobilised by JK JAAC - would consider further repetition of the above sequence to constitute a waste of time, energy and resources of all parties concerned. 

To maintain the peace, the local police supported by the public are most vested in peace in AJK. It is to be remembered that this is an organic rights movement indigenously created and a vast improvement on all previous rights movements in the territory - including pre 1947 - both in terms of maintaining the peace while delivering incrementally to the people. 

Critically, this movement can not afford any more deaths or even arrests, in fact any kind of harassment is no longer tolerable. At least 13 deaths can be directly attributed to reactionary external security force interventions to prevent mass public mobilisation, the latter always proceeding in an exemplary peaceful manner worthy of being described as world class. 

The movement will remain peaceful in all circumstances - all stakeholders in the territory including the Government of AJK have publicly and repeatedly pledged to ensure no member of the public or police is killed in any future mass public mobilisation, including that envisaged for the 9th of June 2026, from (Chamb) Bhimber in the South to the capital Muzaffarabad in the North.

As with all previous movements, documented evidence of multiple deaths - if not all - can be attributed to paramilitary forces entering AJK from the territory of Pakistan, in a hurried last-minute manner. 

Pakistan does have a constituency in AJK, though not much more than 10% by this stage of the movement, although at least another 20% hold it in high regard, despite respectfully disagreeing with its claim on the territory, at the cost of the legally entitled locals. 

Most importantly, the people here have come to realise that neither Muzaffarabad nor Islamabad are providing timely relief, without prejudice to our respective claims & entitlements. 

In recent years, the slogans 'Haq e Malkiyat' (Right of Ownership) & 'Haq e Hukmrani' (Right to Rule) have been echoing throughout the 1,771 villages scattered in the Western Himalayas enveloping AJK. 

(Internal) Remedy

This now requires internal dialogue or 'Androona Mukaalima', which will be a monthly all-stakeholder-inclusive internal political process, which will peacefully work out the resource delivery dilemma afflicting this territory since 1947.

While the set-up in Muzaffarabad - as an internal stakeholder - will always remain engaged in this process, the Pakistani State are at liberty to continue conferring with the Muzaffarabad government at any stage. 

In short, the internal rights movement searching for solutions internally will be a more secure way of maintaining the peace in the coming days, weeks, months and years ahead. 

We - the people of the territory at large - are not seeking external intervention from any angle of the geopolitical spectrum. We are merely sharing our concerns to the widest audience we have outside AJK viz. our UK diaspora, which will no doubt have implications for the anxiety of loved ones, deeply reliant on what has been a many-decades-old deeply integrated socio-economic relationship between this territory and the hundreds of thousands of UK citizens maintaining connectivity with their roots here.

This scenario directly impacts UK government policy and playing a part in peace would be inevitable for all affected parties; given that the people of AJK are mature enough to ensure their own security, without external input. 

For the record and as future reference for dialogue with the world, human rights documentation is also being prepared to present to the United Kingdom’s APPGK (All Parties Parliamentary Group on Kashmir), detailing all the arrests and deaths of our aspiring citizens in the peaceful rights movement since its mass public emergence in 2003.

Daily Diary (DD) - Day 97 of 2026

0516hrs:

I did try at some point this morning to sleep but it was - yet again - not to be. I will re-try an experiment that I have tried before and usually failed viz. get through the day without falling asleep at any point, till the optimum time of sleeping at 2000hrs sharp. Can I break even this evening? I will ask myself repeatedly throughout the day today.

Meanwhile, I'm back in my hamlet in Sehnsa, as I returned from Mirpur yesterday evening.

I wonder if #UKMPs members in #UKParliament of #AJK (or even #JKA origin) - who may amount to just over a dozen - and if you include former MPs plus those who came second in the most recent #ElectionUK2024 you may get closer to 2 dozen.......may be bold enough to publicly discuss the subjects of #Peace & #Democracy in our territory; where under the peaceful, ethical, democratic & legal mass public mobilisation strategy of #JAAC #JammuKashmir #JointAwamiActionCommittee over a dozen of our peaceful protestors and local #AJKPolice who tried to maintain peaceful movement from South #Bhimber to North #Muzaffarabad in #May2024 and #SepOct2025 were targeted and gunned down in calculated cold blood. 

These UK MPs of AJK origin, who live and work in the oldest running parliament in the world would do well to convince us how we - 90% of the population based on consistent on-the-ground independent action-oriented public policy research over 2 decades - can endure another election using a democratic façade while being organised, monitored, manipulated and executed by a clandestine organisation, which has no such bona fides in the territory.
 
UK MPs would also do well to revisit their parliament's record of #18Jul1947 with respect to the Indian Independence Act and follow the constitutional journey from there to this day, with particular reference to the State of #Jammu & #Kashmir . 

There will be #ElectionAJK2027 , though after ensuring that an #InternalPublicContractAJK is completed - to reflect and confirm that - 90% of the aspiring citizens of this territory want their own genuinely #FreeGovtAJK , as formalised by the late Barrister Hamid Bashani of #Banjosa in #Poonch , in the very early days of #Feb2023 viz.

Question (to the aspiring citizens of AJK):

Do you want such a government in Azad Jammu & Kashmir (AJK)..that unconditionally maintains all legislative and decision-making powers in relation to all the financial, administrative, political, social and security matters of the territory?

After all, we cannot negotiate with our neighbours #Afghanistan #China #India #Pakistan or the rest of the world for that matter, until we negotiate between ourselves internally and come to a common agreement on how we interact with the rest of #JKA for a start and the rest of the world - including all our neighbours - in consequence.

Transcription and Translation (from Urdu into English):

The public of Jammu Kashmir should make a clear announcement. 
It should give this message to the whole world. 
That the State of Jammu Kashmir is a free country. 
Paramountcy is owned by the public of Jammu Kashmir. 
The public of Jammu Kashmir are not part of any agreement. 
Neither have they made a commitment with anyone. 
They are not a part of India, neither are they a part of Pakistan.
Indeed they are a separate country.
This is confirmed by Pakistan's constitution in 1956, in 1962 too and in 1973 it is mentioned too..
In which article 257 assures that the State of Jammu Kashmir is not a part of India, neither is it a part of Pakistan. 
Indeed that it has a separate, free and independent existence.
On whose behalf the public of Jammu Kashmir will decide.
So, in these circumstances we have to make an announcement:
That the public of the State of Jammu Kashmir are not bound by any agreement; they are not bound by the Indus Basin Treaty, they are not bound by the Simla Accord and neither are they bound in any other agreement.  
Further that they do not give any State...or any Power the right to choose (on their behalf), India can not make any such decision and neither can Pakistan.
In fact the public of Jammu Kashmir themselves want to keep their country free and freedom itself is their mission
They will also not accept any partition/division (of their land) and neither will they accept any other decision...

Update from Shaheed Chowk at 1020hrs:

The Assistant Commissioner of Kotli just visited me at the Chowk and threatened to get me removed from the Chowk, if I don't leave voluntarily.

We understand from sources within the AJK government that the Defence Minister of Pakistan is applying pressure on the Kotli district administration to remove me as soon as possible.

My stance is that the District Constitutional Conciliation Committee comprising of 5 MLAs and 5 prominent nationalists of the district sit and listen to my stance.

Whatever they vote in the majority I will abide by. Otherwise, I am staying put in Shaheed Chowk.

If I am forcibly removed I will conduct a hunger strike till death.

I know that India and Pakistan want to permanently divide JKA between themselves as soon as possible.

Over my dead body I say.

اسسٹنٹ کمشنر کوٹلی ابھی ابھی شہید چوک میں میرے پاس آیا اور مجھے دھمکی دی کہ اگر میں خود یہاں سے نہیں اٹھا تو طاقت کا استعمال کر کہ مجھے یہاں سے اٹھا دیا جائے گا ۔

آذاد جموں کشمیر کی حکومت کے اندرونی ذرائع سے ہمیں پتہ چلا ہے کہ پاکستان کا وزیر دفاع ضلع کوٹلی کی انتظامیہ پر مجھے جلد از جلد شہید چوک کوٹلی سے اٹھانے کے لئے پریشر ڈال رہا ہے۔

جو بھی وہ اکثریتی فیصلہ کریں گئے میں اس پہ عمل کروں گا۔ اس کے علاوہ، میں شہید چوک سے نہیں اٹھوں گا۔
اگر مجھے طاقت کے زور پر اٹھایا گیا تو میں تادم مرگ بھوک ہڑتال کروں گا۔

میں جانتا ہوں کہ انڈیا اور پاکستان جموں کشمیر اور متحدہ علاقہ جات کو جلد از جلد مستقل طور پہ  تقسیم کرنا چاہتے ہیں جو کہ میری صرف موت پر ہی ممکن ہے
