If in the 15th amendment the word 'State' and reference to the UN are taken out then this would be considered to be a 'Pakistani 5 August 2022'. It will have no constitutional or legal status. The presence of Pakistan in Azad Kashmir has a different jurisprudence than that of India (in Jammu Kashmir).

The biggest question looming in every analyst's mind: Who is behind this 15th amendment?
Kashmir Council wasn't audited for 12 years according to this writer.
15th amendment will not only reverse all gains made in 13th amendment, it wll make KC the supreme constitutional authority over AJK, with absolutely no provision for accountability, transparency or merit. AJK government budget will be at their total mercy.
Tourism act will allow any Pakistani institution to take whatever land they see fit, irrespective of environmental or local needs.
According to the 13th amendment only the AJK Assembly can invoke legislation. For the Pakistan State to do so is unethical as well as unconstitutional (as it is trying to do in reference to the proposed 15th amendment). It also contradicts Article 257 of its own constitution.

Example 1:
An old man called me a "Jahil ke bachey" (son of an ignorant/illiterate) for asking him to pass me in a narrow stretch of road where there was still enough space for him to comfortably pass by.
Example 2:
I was stopped by a car while it overtook me, whereby the gentleman in the passenger seat peeked his head out from behind a sun cover on his window to angrily inquire from me as to why I was flying a white flag on my vehicle. I calmly explained that I was promoting peace between 2 armies. His tone increased at my response and he in turn authoritatively informed me that only UN (United Nations) vehicles could fly a white flag in this territory. I remained calm and explained that the citizens of this territory are its exclusively legitimate stakeholders. He stared at me with disdain as if to say, "I will see to it, as to how much longer you'll continue flying a white flag in Neelam Valley!" and sped off.

Personally, I'm not sure how much longer I can tolerate imposed violence on my territory, just because it might suit my neighbour's warped interests.
Having cited these examples, it is important to point out that - in the main - Pakistani tourists flocking to AJK and in particular the Valley of Neelam has had a positive impact. Albeit more economic than social.

It began raining about an hour ago....a cool climax to a month of 16 hour daily fasts at the peak of the summer.
How and where to spend Eid:
We are on our way to the LOC and particularly those areas which have witnessed the brunt of Indo-Pak cross-fire. Various villages had been evacuated over the past year and their inhabitants are still reluctant to return for fear of losing what remains of their lives.
As it is unlikely that we'll be able to post anything while on the LOC, we would like to invite our co-citizens to spend or share some of their time in solidarity with these villages....From Dharamsaal in tehsil Hajeera to Polas in tehsil Abbaspur.

White Flags and asserting peace amidst two aggresive neighbours - who have little toleration for anything or anyone that doesn't agree with their particular sense of nationalism - no matter how un-natural or destructive for humanity their stance may prove to be - for a hard core activist in AJK is the most productive activity that one can imagine doing, at this specific point in time.
