Daily Diary (DD) - Day 215 of 2026

0436hrs:

For the past week or so - with a rising level of intensity - I have sensed that I need to now communicate with the world (and especially the UK, both government and people) on a daily basis, as opposed to the week long (and even longer) gaps exercised to date, since this idiotic conflict was imposed on us on the 5th of June 2026.

More so than writing, I sense the need to communicate via video podcast in English on a daily basis. 

If we continue to fail in bringing this conflict to its natural end, I will contemplate engaging with the world (especially the UK) on an hourly basis in due course. Just in this past week (we have entered Day 60 today) we have witnessed over 50 deaths imposed on our people. 

This killing spree is eerily almost representative of all 10 districts of AJK. We've suffered direct & targeted shooting of peaceful protestors by Pakistani Rangers in Rawalakot (Poonch), Mirpur, Kotli, Muzaffarabad & Neelam Valley; while those killed in Rawalakot on the 27th of July include victims from almost every district.

Daily Diary (DD) - Day 163 of 2024

I managed to resume my normal sleeping pattern at night, although I did wake up at 1000hrs after falling asleep at c. 0100hrs. The battle for daily efficiency continues....

A few hours ago, we learned of yet another example of abduction of our citizens living or working in Pakistan:


Here's the text of what's written in the Facebook post above:

Another Abduction - Another Provocation 

(Allegedly by the Pakistani State's security agencies who have created needless instability in AJK, especially over the past few weeks in reaction to the surrender of - some - basic rights back to the people of our territory. Our citizens living or working in Pakistan are not safe either and the following is one such example): 

Khawaja Khursheed of Khawaja Seri village in tehsil Sharda of Neelam Valley was abducted allegedly by Pakistan's roving clandestine agencies from his paint shop near Adiala (Road) in Rawalpindi, Pakistan on the 7th of June. 

We understand that his family has been re-assured of his recovery by the local MLA Shah Ghulam Qadir and his associates. 

We also understand that Khursheed was quite vocal in the recent #RightsMovementAJK sequence of events leading up to the 11th of May, in conjunction with the Joint Awaami Action Committee (JAAC). He is also a party member of the Jammu Kashmir Liberation League (JKLL) and has also fought an assembly election in the past.

As with the Kashmiri poet of Bagh Ahmed Farhad, Khawaja Khursheed's family have also been advised to not raise his issue in public and that he would be returned if they comply.

His family is also under tremendous pressure to not co-operate with any form of media that may highlight his abduction and disappearance.

Update at 1253hrs on 14/01/2025:

It has been 7 months and a week since Khawaja Khursheed of the Neelam Valley was abducted from Rawalpindi in Pakistan. 

We have learned from local sources that Khursheed's family have claimed to have met him (in incarceration). Apparently his son is a doctor in the Pakistani military and despite instructions of the High Court the family is not reaching out to the judiciary. Rather, they are in 'negotiations' with the Pakistani military directly, for the safe return of Khawaja Khursheed.  

At JKA PUBLIC AGENCY we will continue to monitor developments in this abduction case and inform the public in due course.

Daily Diary (DD) - Day 268 of 2023

A lot of rain in AJK usually means a proportionate absence of electricity and in the case of places like the Neelam Valley it also means a proportionate absence of communications technology. 

Why?

Because Pakistan's military finds it appropriate - for itself - to preside over a communications monopoly (SCOM) in regions along the LOC. 

We are of course fighting (peacefully) to bring our territory into the 21st century.

Another big leap for humanity today!

I left home in Sehnsa at c. 0015hrs this morning and travelled through the night to try and get to Teetwaal at 1000hrs in the morning to witness Sharda Divas (Day) which fell on today's date this year.

My compatriots and I were delayed for over an hour at the gateway to Neelam Valley check post, which prevented us making direct contact with our fellow compatriots across the LOC. 

Hazards to peace can lurk anywhere.

Daily Diary (DD) - Day 235 of 2023

1303hrs:

We have reached yet another milestone. 

After much travelling from south (Dadyaal - Mirpur) to north (Keran - Neelam Valley) and then back south to Kotli, we have commenced our work on another public activity.

We focus our attention now on the Pakistani State's centre of 'intelligence' in the city, near Dharang Chowk.

It is obvious that they know that they are operating in our territory without a legal reference and they know that we know too. 

A country that claims to exist for the protection of Muslim welfare in the Indian subcontinent has worked as hard as India to ensure the fundamental rights of all humans (Muslims and non-Muslims) in the divided territory of JKA are kept in denial indefinitely.

Incarcerating aspiring local citizens like Lala Sarfaraz of this territory for seeking the withdrawal of Indian & Pakistani troops from here is obviously considered an unforgiveable crime. We visited Lala this morning and gave him much needed medicine which he had been deprived of and assured him that he would be released as soon as our message is felt by the aforementioned State agencies of Pakistan.    

The barefoot walk I undertook on the 14th of August ended prematurely on the 16th of August after covering 18 kilometres from Dadyaal to Rajdhani, as the blisters on my feet had made it impossible for me to stand, let alone walk. The discussions that ensued on the 17th of August 2023 at Naar police station ended with a promise that Lala Sarfaraz's matter would be resolved in a week. I shortened it to 4 4 days despite my conscience and mind not being convinced of any of the reasons for the delay.

Not 4 but 7 days have now elapsed and we have made it clear as a public policy prescription that political prisoners in AJK would now be confronted with zero tolerance. It makes a mockery of the provisional government declaration on October 24 1947 which referenced the people's misery under autocracy as the reason for rebellion. How can a government born out of a rebellion create political prisoners? With what face do we tell the world that we demand the release of our political prisoners in Jammu and Srinagar?

I will continue waiting under the shade of a tree on the roadside, almost equidistant from Pakistan's clandestine agencies - who ordered Lala Sarfaraz's arrest and detention - and the main road at Dharang Chowk.

Still in Neelam while the 4 day deadline for Pakistan's clandestine agencies to release all our political prisoners (ref. Lala Sarfaraz) and to ensure there are no such arrests in future.

We will release a video statement shortly to let them know that at any moment in any part of AJK daily life will come to a standstill and there is no more scope for negotiations with the middle man viz. the local AJK administration.

Arang Kel is amongst the most stupendously beautiful villages of AJK. The Pakistani army is keen to take control of it and build tourist lodges under their own custody, to milk the tourist trade that is increasing year by year, to this hitherto almost hidden destination. 

The Pakistani army has been ransacking the buildings built by the locals and showing very aggressive intent to them. The locals are not taking this daylight robbery lightly and are resisting this with all their might. Support for them is also emerging from all parts of AJK:

Daily Diary (DD) - Day 81 of 2023

It should have been Day 290 at Maqbool Bhat Shaheed Square - Dadyaal today.

Except that I am not present in the Square today because of public interest compulsions, reference restoration of Sharda Peeth and its positive implications for religious harmony, education and economy throughout the territory.

We spent the night in Kundal Shahi (Neelam Valley) and will be roaming, lurking around the LOC in Chelhana-Teetwaal shortly; in anticipation of the inauguration of Sharda Yatra Temple at Teetwaal. We also hope to cross the bridge and meet our fellow 'Riyasatis' across the divide.

Daily Diary (DD) - Day 264 of 2022

My punctuality is at an equilibrium today. Another first! Neither a surplus or a deficit. 

Not only was I late today but by a significant amount! I haven't been so late in arriving since Day 86 at MBS Square when I was 28 minutes late, 22 days ago. In this period, I had only been late once and that by 38 seconds!

I don't factor in excuses at this mature stage of my struggle but I did sleep at c. 0500hrs this morning after completing work on a significant human rights issue.

Punctuality percentage: 61 days on time or early of 108 = 57% punctual (just about!)

I was trying to get hold of Saddaqat Mughal Kashmiri of Athmaqam in the Neelam Valley yesterday afternoon. In the evening he was picked up by the local police who enticed him to SP Neelam's residence, ostensibly to talk about the murder case of Haseena Bibi. They allegedly passed him on to Pakistan's clandestine agencies, who effectively abducted him to an unknown location. 

We later found out this morning that he's in City Police Station Muzaffarabad.

 

Just a day before he was abducted he shared the following post in Urdu, on his Facebook wall:

I don't know why I feel that Brigadier Mehtab will get me killed.

Anyway, death is a reality.

If I am martyred at his hands while struggling for the freedom of my country and nation, then what could be a bigger fortune than that?

To add context reference Brigadier Mehtab: 
Apparently he is a Pakistani military brigadier serving in Neelam and a couple of weeks ago he had urged or warned some members of the public - reportedly at the Deputy Commissioner Neelam's office - to ensure that the public boycott or stay aloof from Saddaqat Mughal. That the latter was a traitor and so on and so forth. In reaction, Saddaqat Mughal turned the screw in public about the Brigadier's reprehensible conduct in our territory and questioned the latter's authority and morality to engage in such vile propaganda.

Here's a statement publicly asking Brigadier Mehtab the cause of his fear, which featured in a newspaper as well as on his Facebook wall for the 1st of July:

This alert has been forwarded via Public Agency and it is immediately learned that Saddaqat Mughal Kashmiri is in City Police Station, Muzaffarabad, where the public is gathering to ensure he is not further abducted to Pakistan. 

It is important that he is kept there until release. 

We have decided to ask Quayyum Raja or anybody he deputes to negotiate with whoever comes forward in Muzaffarabad for his release as soon as practical. 

As Public Agency it is important that from a security and human rights perspective we immediately identify who ordered his kidnap and what do they want?

It is for the public of AJK to then demand negotiation via Public Agency (and Public Assembly if necessary) to identify constitutional, legal, political and administrative parameters for future reference. 

Remember, according to a recent post by the globally renowned Kashmiri jurist and expert on UN involvement in JKA Dr. Nazir Gilani (and I paraphrase for wider clarity) the state subjects (aspiring citizens) of this territory hold title to this territory and not India, Pakistan or any other political entity. 

They and others can be considered claimants and we are open to assess their merits, given a level of freedom of expression that would have to surpass what India, Pakistan, China or the UN have offered the titled inhabitants since 1947.

I have been asked to negotiate the release of a Kashmiri leader Sadaqat Mughal. 

The first thing the police must do is to produce Sadaqat Mughal in court, so that the court can determine if he has committed any crime. 

It is not acceptable that police has acted as a result of an order from above. The public and accused must know who has ordered and why?

The police must follow the procedure and not hand him over to Pakistan. 

Sadaqat Mughal belongs to this neutral territory and the law of this territory should be respected.

پولیس کو سب سے پہلے صداقت مغل کو عدالت میں پیش کرنا ہے، تاکہ عدالت اس بات کا تعین کر سکے کہ آیا اس نے کوئی جرم کیا ہے۔

 

یہ قابل قبول نہیں کہ پولیس نے اوپر کے حکم کے نتیجے میں کام کیا ہو۔ عوام اور ملزمان کو معلوم ہونا چاہیے کہ حکم کس نے دیا اور کیوں دیا؟

 

پولیس کو طریقہ کار پر عمل کرنا چاہیے اور اسے پاکستان کے حوالے نہیں کرنا چاہیے۔

Sadaqat Mughal

JKCHR welcomes the fresh directions issued by Chief of the Army Staff (COAS) General Qamar Javed Bajwa to all his commanders and key officers, including those associated with the Inter-Services Intelligence (ISI), to stay away from politics and avoid interacting with politicians.

There is another habitat called AJK. Directions by Army Chief should be issued in that regard as well. Interference should end in AJK and roles should be in accordance with responsibilities assumed under UNCIP Resolutions.

We are concerned about the arrest of Sadaqat Mughal, a resident of Neelum. He heads a splinter faction of JKLF. 

Sadaqat Mughal had earlier voiced his grievance against an officer of Pakistan Army. The arrest should be transparent and a matter for the civil administration.  The army officer has a ‘higher burden’ of responsibilities.  He has to conduct himself as an “ambassador” of an institution and remain as an example while in Azad Kashmir.
 
The area has a history of abuse of power and activities in violation of law.  We urge that there should be an end to this carried forward abuse of authority. These actions are a violation of the duties assumed under UNCIP Resolutions.

We urge for an early release of Sadaqat Mughal.    

There should be a due process of law.

Update at 2100hrs:

There is yet to surface any evidence of Saddaqat Mughal being detained under any legal provision. Meanwhile, he has been shifted from City Police Station in Muzaffarabad to Garhi Dupatta Police Station about 23 kilometres away.


Sources do inform us though that he is being detained in a room and not a cell at the police station. He has been given a 'kat' (bed) to sleep on. Such antics to shift prisoners is to counter the attention of the public, who usually gather in numbers when such controversial abductions/arrests are made.

A letter has been posted to the Federal Interior Minister of Pakistan by Zahoor Ali in Bradford UK, seeking Saddaqat Mughal's immediate release.

Earlier, throughout the day Zahoor Ali had been trying to contact the Section Officer (International Cooperation) at the Pakistani Ministry of Interior but not even once was the phone answered!

We have advised him to engage the Pakistani Consulate in Bradford and update us accordingly.

Update on 05/07/2022 at 2100hrs:

Inside sources inform us that the defenders of the Pakistani State - aided by their pliant accessories in AJK - have been trying very hard to break Saddaqat Mughal's will but without any success. 

We think this is the most pathetic manner of trying to run a government in the 21st century, which even an infant would not buy.

That is, abduct someone and keep that person in your custody until you break their resolve. Narrate some fairy tales about your supposed commitment to Islam and how you represent the Muslims of the Indian sub-continent. It shouldn't matter that you habitually lie and cheat with those who pay you (taxes) to serve them, extract resources to maintain lavish lifestyles at the cost of the environment, exploit the weak and needy at will and deprive them of justice at every opportunity. 

How can fellow humans trust those who repeatedly try and make a fool out of the creator of human beings?

Is Saddaqat Mughal being punished to satisfy the ego of a Pakistani Military Brigadier who appeared overly keen to ensure the inhabitants of the Neelam valley remained subservient to the Pakistani narrative? 

Or is he being taught a lesson for pursuing justice for the alleged murder of Haseena Bibi by her in-laws, who were allegedly aided and supported by the rotten local administrative/political structure in the Neelam Valley?

The following story is gory but it does happen in our territory:

27 year old lady Haseena Bibi and her 18 month old innocent flower (child) were killed by 4 people, assisted by 4 others.

We understand that this is an actual photo of Haseena's hand after her body was found in the Neelam river at Nagdar

Paalri in Diwaarian, which is in the Neelam Valley is where this gory incident happened.

The 4 alleged killers:

1) Sudhir - deywar i.e. younger brother of husband

2) Taaj un Nissa aka 'Taaju' - jethaani i.e. wife of husband's older brother

3) Sumera - nand i.e. husband's sister

4) Irfan - deywar i.e. younger brother of husband

The 4 alleged accomplices:

1) Vakeel Chisti son of Zulfiqar - peon or clerk in judiciary

2) Qazi Khursheed - local (power/public issue) broker

3) Guard Muhammad Hussain - retired employee of the department of forestry

4) Fazal Hussain Diwani - a political lackey of PMLN (Pakistan Muslim League Nawaz) and local (power/public issue) broker

All the above (8) are alleged to have been involved in the murder of:

1) Haseena Bibi - 27 years old

2) Anas - her son of 18 months (age) who is still missing.

On the 3rd of June at 3pm, it is alleged that Haseena Bibi's in-laws killed her and threw her into the Neelam river. At 7pm (in the evening) her in laws phoned Haseena's mother and informed her that her daughter is missing. As soon as she received this shocking news her mother - along with other villagers - went out in search of her but - oblivious of her daughter's fate - could not find a clue as to her daughter's whereabouts.

After 2 days the missing woman's mother and maternal uncle visited the relevant police station at Lawaat Pine to lodge an FIR (First Information Report) but the police displayed neglect and did not lodge an FIR, leaving them at the mercy of a local jirga (supposedly a meeting of a group of tribal men that has the authority to settle a dispute in a way acceptable to both sides), which in this particular case has been referred to as a 'jirga mafia'.

After the lapse of 7 days the missing woman's mobile and her identity card were recovered from her in laws. When the police of Lawaat station were contacted with this important information they exercised neglect once again. Thus, no action was taken and neither was an FIR lodged. As previously, the matter was handed over to a local 'jirga mafia' once again. In that jirga was Vakeel Chisti s/o Zulfiqar on whose instructions the women's mother was offered money - that you take this money and forget about the issue - that if you follow this instruction it would be most convenient for you. Otherwise, I (Vakeel Chisti) will not let your application (for justice) be considered in any part of the district (of Neelam).

Vakeel Chisti of Dhakan Kot in Diwaarian is a clerk with the district Qazi (separate judge exercising Islamic law as part of the dual judicial structure in AJK) was also citing the reputation of his job (to exude his power/status) but the missing woman's parents were not calmed by this strategy (to bury the issue). Haseena's parents went to the SP (superintendent of police) Neelam's office once again and briefed him on the whole issue, which the SP in turn marked their application and sent it to Lawaat police station for appropriate investifation. Despite this order from their superior, the police station at Lawaat still refrained from taking action or even writing an FIR.

After the lapse of 18 days it was intimated at the police station in Lawaat that the missing woman was alive and in Rawalpindi (Pakistan). On that very day people from her parents side as well as her in-laws with 2 policemen in tow went to Rawalpindi in search of Haseena Bibi. When they reached Rawalpindi they learned that the woman's dead body had been found in the river Neelam downstream at Nagdar and had been transferred to DHQ (district headquarter hospital) in Neelam Valley. At this juncture, it transpired that the Lawaat police had lied and therefore it was now their responsibility that they publicly disclose those who said that the missing Haseena Bibi was alive and in Rawalpindi.

It was on Wednesday 22/06/2022 at 11am that the woman's dead body had been found by rescue personnel at Nagdar by the river Neelam and transferred to DHQ, 19 days after she was 'assumed' to be missing. When Haseena Bibi's in-laws learned of this development they reached the hospital before the parents of the allegedly murdered woman and declared to the hospital staff that this dead body was not that of Haseena Bibi. The dead woman's mother reached the hospital at 4pm and when she noticed a ring on the corpse's finger, she recognised it to be that of her supposedly missing daughter. However, the hospital staff refused to hand over the body to her and said that her 2 sisters should also be called to the hospital, so that they may confirm with assurity that indeed this was the body of Haseena Bibi. In the meantime, all the rest of the household had reached the hospital, whereupon it was established and confirmed that this was indeed the dead body of the missing woman. 

Furthermore, around the neck of the dead woman were 3 keys. When the police reached the house of Haseena Bibi's in-laws, they checked the keys with the metal boxes (trunks) in her room which confirmed that the 3 keys corresponded to the 3 locks on the 3 boxes. This further clarified that the dead body was indeed that of Haseena Bibi. At 9pm the DHQ administration - once a post mortem had been conducted - handed over Haseena's corpse to her parents. In the post mortem report it can be clarified that murder - and not suicide - was suspected. The woman's dead body was taken to her ancestral village Paalri in Diwaarian and buried.

Missing with the woman was her infant child of 18 months Anas, who has not been found to date. The poor victimised family of Haseena Bibi are repeatedly making vociferous appeals to 'higher authorities' that they be delivered justice and the killers of their 27 year old daughter be delivered appropriate punishment for their crimes. It is their responsibility and the bereaved family have complete faith in these 'higher authorities' that they will definitely fulfill their duty.

The motive of why she was killed is still unclear.

So, the Pakistani State has proved once again that they are on the same page as India on Maqbool Bhat. They both do not tolerate the mere sight of Maqbool Bhat in public anywhere in JKA. 38 years later, Bhat's support and reverence has only increased and it is very intense at this time of the year.
