Daily Diary (DD) - Day 233 of 2020

1315hrs:

Almost 70 hours later, we are still at a standstill in reference to the Pakistani flags hoisted at Maqbool Bhat Shaheed Square. 

The Dadyaal administration had asked for 48 hours to bring down the foreign symbols of disrepute in a neutral territory. They do not have the strength to bypass Pakistan's (now not so) clandestine agencies. The latter are on vigilance at the square 24 hours a day. 

Thus, we need to open up the issue on even wider parameters, as this aggression traces its steps back to Rawalpindi and Islamabad but not before passing through London, Beijing, Washington and Delhi.

This will assist us in obtaining closure on many fronts.

Our judiciary is the only institution that remains to be engaged in what is essentially a legal, constitutional issue.

All other aspects of society are well engaged and ready to assist in clarifying the legal status of this territory.

Daily Diary (DD) - Day 229 of 2020

It has now been over 32 hours without a morsel or drop of water passing through my lips. It has also been 2 sweltering afternoons of heat.

Yet no abatement of preservation of ambition by the Municipal Administrator Aftab Ahmed, or Assistant Commissioner Sardar Zeeshan or even President of Trader's Association Dadyaal Anwar Daar.

I am dealing with a highly self-centered society and it will be a fine line between victory and defeat for public interest in AJK.

It will also be a fine line between life and death for Tanveer Ahmed.

We can only hope for the best outcome.

I have been on an indefinite hunger strike since midday today. 

I do fully understand that the Pakistanis want to fully integrate us into their country, in a not too dissimilar manner to what the Indians have done since August the 5th 2019.

They have worked hard to propagate the Pakistani flag in Dadyaal this year and have cleverly used the so-called AJK flag as a decoy to gain acceptance in our society.

They are as devious as always and need to be stopped in their tracks.

There's no better venue than Maqbool Bhat Shaheed Square for this litmus test.

India and Pakistan attained their 'freedom' on condition that they sustain religious hatred between Hindu and Muslim. This condition designed by the British Empire has enslaved Jammu Kashmir & Allied.


It has also given stakes to China & the USA.


For all thoughtful, conscientious and humane Indians and Pakistanis; today and tomorrow cannot possibly be a time to celebrate.

It is extremely important to understand how low the intake is for the Pakistani narrative in AJK. We are not creating a storm in a tea cup by any means. The following video is from earlier today in Kotli:



Notice that the intention of the Pakistani overbearers was to engage hundreds - if not thousands - of locals to take part in this procession to validate local support for Pakistan on their independence day. However, as the narrator in the video confirms, there are barely a couple of dozen people accompanying this fanciful Pakistani flag. Some were members of a local welfare organisation while many of the rest were Pakistani nationals working in Kotli.

Just to provide further clarity, here's a mighty procession that took place in Rawalakot consisting of what looks like 3 government vehicles and a handful of sympathisers who again may either be government servants or even Pakistanis working in Rawalakot:




Thus, the Pakistani narrative is certainly dead in AJK but not yet buried. 

In my assessment, what appeared to be 73% in AJK against the Pakistani narrative in 2016 - according to my lengthy public opinion survey shot up even further post August the 5th 2019, especially when Pakistan proved incompetent to counter India's move to totally integrate Jammu Kashmir & Allied into its own union.

Daily Diary (DD) - Day 222 of 2020

1114hrs:

A lot of people have died this year. Many from Covid 19 perhaps but many others too whom I knew or was acquainted with. One such person was Dr Agha Ashraf Ali, a huge giant of an intellect who mesmerised me with his thoughts one summer afternoon, at his home in Srinagar in 2009. Many in the Valley of Kashmir are paying homage to him but the world should remember him and much of what he said. 

He also happened to be the father of Agha Shahid Ali, the brilliant poet who lost his life in youth in the USA in an accident. His father came through that to live a few decades beyond.

Dr Agha Ashraf Ali commanded the respect of his compatriots, irrespective of their religious orientation or political leanings. Here's an example: 


He was staunchly pro independence but took account of all humane elements in intellectual discourse. I was very fortunate to have received a glowing review of my work by this great man. It is referenced here in this very weblog.

I am finally proceeding ahead to continue my bicycle ride from Chamb to Sharda, 15 days after arriving in Mirpur prior to which I had spent 7 days on the road. Next stop is Akaalgarh.

Daily Diary (DD) - Day 221 of 2020

I'm getting closer to my current targets but there is always a lot more to do than there are hours in the day. At least, there is no possibility of boredom in this line of duty. That is probably why we remain motivated despite there being zero financial benefit accruing from such activity.

Mirpur holds its first Public (People's) Assembly monthly convention today. it has proved more pro-active than all other 31 tehsils in AJK. This is not surprising considering that Mirpur has historically been at the forefront of political resistance in the region, even pre 1947. Remember Raja Akbar Khan?

I was consumed in work yesterday - both inside and outside - that I didn't remember that I needed to input a daily diary entry viz. Day 219 of 2020. At least not till the stroke of midnight when I didn't have internet access at hand.

A lot goes into a day's work and recognising the nuances of timing is an acquired skill. In my case, straining to acquire it over many years but still being far from an optimum level.

We are certain that whatever we do today in terms of condemning our 2 southerly neighbours will be insignificant compared to what we need to do over the coming months to enable sanity to prevail in global geopolitics. Here's a sample of what we conducted today:

I'm inclined to estimate that genuine pressure on the British government is slowly mounting in reference to their unfulfilled responsibilities in Jammu Kashmir & Allied. Here's a typical non committal response by the British Foreign & Commonwealth Office to a letter by the Scottish activist Claire Bidwell:

Meanwhile, pressure is also mounting on the Pakistani government to stop prolonging this needless conflict by pursuing a territorial dispute with India. According to the prime minister of AJK, this is what negates the genuine pursuit of the right to self determination by the people of Jammu Kashmir & Allied:

Daily Diary (DD) - Day 214 of 2020

1729hrs:

Eid Mubarak to all those of you who are celebrating today and to all those who celebrated yesterday, wherever you are in the world.

I have learned from sources on the ground in Muzaffarabad that the Pakistani State's political representatives - in the shape of their Kashmir Committee - have been visible at the main Eidgah in the capital today. There is a sense brewing that the Pakistanis are preparing for something major on the 5th of August. They are of course being quite 'mum' about it. What is clear though is that whatever is brewing in the Pakistani mind in reference to AJK is unprecedented.

We also understand that the Kashmir Committee members will also be visiting the various squalid refugee camps scattered throughout Muzaffarabad and its vicinity.

Meanwhile, I remember our UK diaspora urging me to write an open letter to the then newly elected prime minister of Pakistan Imran Khan in the summer of 2018. I explained at the time that the time was not right. We needed to assess his performance over a period of time before developing any meaningful communication.

Given the AJK government's inability or undesirability to make its communication with the Pakistani State open and public, particularly as to what has transpired in the past week or so, I think this is now the optimum moment to draft this open letter to the Pakistani prime minister. Our public's anxieties about the Pakistani State's intent with reference to the status of AJK have reached an unprecedented high.

Thus, it was about time that I uploaded the bulk of the discussion that took place at 'Taryabi ni Baithak' on the 19th of December 2019, based upon which some questions emerged from the audience; the answers of which will be incorporated into the latest People's Assembly document:

Daily Diary (DD) - Day 213 of 2020

1807hrs:

Eid is being celebrated in various parts of the world and I wish them all a happy Eid in these tenuous times. Here in AJK, we'll be celebrating tomorrow and I'm spending the day locked down inside trying to bring some parity between my outdoor work (field activism) and indoor work (filing, categorising and uploading content).

Meanwhile, we are still working on defining a peaceful, ethical, legal and democratic means to prevent the Pakistani State from encroaching further into our polity, through the Trojan horse of solidarity in our name. 

Pakistan's solidarity with Kashmir - irrespective of however genuine it may be - means we lose out on solidarity by the rest of the world. Being partisan in our approach to conflict resolution in this territory - be it by country, religion or ideology - means we are doomed to being a pawn in the strategy of our neighbouring countries and beyond. Switzerland learned and proactively implemented their neutrality in 1515. That saved them from being trapped in the war calculations of their various neighbours. We could also learn to do so in 2020.

Daily Diary (DD) - Day 212 of 2020

2131hrs:

Since yesterday - while still in Mirpur and having decided to stay here till the first day of Eid - we have been pursuing a legal angle to prevent a delegation of Pakistan's federation from making a visit to AJK's capital Muzaffarabad on August the 5th.

In order to pursue a writ petition to prevent any such Pakistani delegation's visit, we have been instructed to obtain a written letter of invitation or communication between the AJK government and the government of Pakistan, as evidence of such an impending visit for the honourable court to take a stance. It cannot do so simply by newspaper reports or other such mediums. It need to be an official piece of communication.

We thus pursued various quarters in the journalistic arena of Muzaffarabad as well as the administration, including the AJK prime Minister's press secretary Raja Wasim. We were unable to make headway yesterday and today I contacted Secretary Law Irshad Ahmed Qureshi, who confirmed that the AJK Assembly is holding session on the 5th of August. However, he could not confirm or deny whether any representatives from Pakistan's federation are coming and suggested that I contact the principal secretary Ehsan Khalid Kiani for further clarification.

Subsequently, I learned from Mr. Kiani's office that he was away on leave and that I should contact the Special Secretary to the AJK prime minister Raashid Hanif. When I did so, he enquired as to why I wanted such documentation. I explained that public opinion was not in favour of any Pakistani delegation - be it its senate or otherwise - coming to perform an act of solidarity with us or with our Kashmir Valley brethren. The public considers this proposed act to be another in a long chain of events that are compromising the distinct identity and polity of Jammu Kashmir & Allied. Further, that we - the public - need documentary evidence to probe this issue further. Special Secretary Hanif replied that he would respond to me once his immediate work load had lightened. 

He didn't get back to me and this leaves us in the lurch. We cannot pursue a legal route to stop this event without documentation and mere protesting will affect the peace of this region. 

The Pakistanis claim their founder Mr. Jinnah to have achieved public interest targets or whatever he did through constitutional means. However, they are trying their best to close even that avenue for us.

Daily Diary (DD) - Day 210 of 2020

I'm still in Mirpur and I know many of my co-citizens are waiting for me to arrive at their respective stations on my journey from Chamb to Sharda. However, I must obtain parity in the groundwork that I have done so far and its visibility on various social media platforms. Given that I've covered about 20% of my AJK wide journey thus far, it will become increasingly difficult to develop that parity mentioned above if I don't address it now.

Downtime in Mirpur. As intimated many a time before, I'm generating far more content in the field compared to what I'm outputting on various social media platforms. I do look forward to settling down in one place to address this growing imbalance. However, many of my co-citizens are in constant need of my attention. One cannot attain the best of best worlds in this regard. 

Opportunity cost cannot be avoided.

I was so engaged in Dheri Wattan yesterday evening that I overlooked my self-imposed duty of filing a daily diary entry for Day 205 of 2020.

I reached Ali Beg Gurdwara this afternoon and have continued heavy interaction with my co-citizens both in AJK and in the diaspora.

I've left it very late today. The weather was just a tad challenging en route from Dhandar Kot to Bhimber.

I couldn't make contact with some of my old acquaintances in the city but made some new ones.

A lot of my co-citizens need to be installed with confidence and it needs to emerge from within them. There is always a limit to what can be installed from external sources.

Today is the 3rd day of travelling northwards from one extreme of AJK to the other. The weather remains kind as do the people of my territory.


Today, I'll be proceeding from Barnaala to Dhandar which will also take me into the next subdivision (tehsil) namely Bhimber.

As I've increasingly intimated over the past few years, the responsibility of the UK Government in reference to Jammu Kashmir & Allied is not just a moral one, it is essentially legal too, which it has skillfully abdicated from, especially since it skillfully diverted our (the people's) 'right to rule' (Haq e Hukmrani) to one of a bilateral territorial dispute at the United Nations. Most of our people have been hoodwinked ever since and I'm glad that another legal mind has eloquently pointed this out for the likes of the Labour Party in the UK. The most challenging part of my daily journey is whether I can upload necessary content in a timely manner viz. on the day that it is generated. This would allow my co-citizens to monitor my progress accurately and provide feedback as necessary.

Daily Diary (DD) - Day 201 of 2020

Ready to begin my cycle journey from the southernmost point in AJK to close to the northernmost point. In total it may amount to almost 500 kilometres by the time I'm done.

I'm also trying to generate content along my journey for Google Maps, writing a daily update here and also conducting a daily video update via JKTV.

I will try and post a photo or two here, every day too.

Can my co-citizens grasp the requirements of direct democracy? Can the rest of the world understand that this territory's public or people have been referenced by all those powers which have a stake in this region, more than any other territory in the world?

Daily Diary (DD) - Day 199 of 2020

So it has become apparent that the AJK Assembly has plucked up the courage to reject Pakistan's proposal (read order) for the 14th Amendment which would have reversed most of the gains achieved in the 13th Amendment. Everything is still under a cloud which is true to form of the Pakistani State, which has relied on obfuscation as its most potent weapon since 1947.

One needs to go through the proposal - which cannot be guaranteed to be the actual version - not least because it gives an impression that it has been proposed by the AJK Assembly itself when in fact it came from the direction of Pakistan's federation, apparently on the 20th of June this year. Here's a copy of what is publicly available:

The rejection of the above proposal (or direction) by the Pakistani State to amend the constitutional framework (which is in fact not constitutional as it has no local input and was imposed in 1974) operating in AJK was rejected unanimously by the AJK Assembly. Here's a press release in Urdu to that effect. It was made public yesterday but has a time stamp of the day before yesterday:


As it is in Urdu, public interest would dictate that I translate it into English for the benefit of our English speaking public as well as the world at large.

Thus:

(Press Release)

An extraordinary convention of the Azad Jammu & Kashmir (AJK) cabinet took place on the 15th of July 2020, presided over by Esquire Prime Minister - (of the) Free Government of the State of Jammu & Kashmir - in the cabinet committee room (Prime Minister's Secretariat) Muzaffarabad. Also present in the meeting were (representatives of) the Department of Law and the Department of Kashmir Affairs. The documentation received from the Government of Pakistan, in reference to the (proposed) constitutional amendment on the 22nd of June, was discussed and reflected on at length. The cabinet made the following decisions on the subject of the proposed documentation:

i) 
The cabinet has not completely agreed with the constitutional amendment documentation.

ii) 
It is the collectively agreed opinion of the cabinet that the State of Jammu and Kashmir has an ideological relationship with the motherland of Pakistan, which is a manifestation of the undying aspirations of the Kashmiri people. This is not merely the ownership of an individual, party or government but in fact the collective ownership of the inhabitants of the State (of Jammu & Kashmir), on both sides (of the divide). The cabinet has further expressed that on the basis of the action taken on the 5th of August 2019 by the Indian government; the accepted international status of the Kashmir issue, the will of the State's people and their fundamental rights have been violated. In order to achieve its vulgar aims, the Indian government has taken this step in order to change the demography (of the territory under their control), which is in total contradiction of the United Nations Security Council resolutions. In this context, for the purpose of translating the aspirations of the inhabitants of the State of Jammu & Kashmir - on either side (of the divide) - it is requested that steps be taken via mutual consultation to further empower the government of Azad Kashmir.

iv) 
The cabinet has also expressed the opinion that constitutional matters via mutual consultation can only be decided in accordance with public aspirations and the intent described in article 257 of the Pakistani constitution. For this, mutual consultation is needed at the highest level (of Inter-State relations.

The cabinet through collective agreement has expressed their full and complete satisfaction in the leadership of Esquire Raja Muhammad Farooq Haider Khan, the prime minister of the free government of the State of Jammu & Kashmir.
