Daily Diary (DD) - Day 196 of 2022

Day 40 at Maqbool Bhat Shaheed Square - Dadyaal.

I make a point of taking a snapshot of the square every morning upon arrival and also mark the exact time.

In total over the next 40 days I have to make up for 290 minutes of poor punctuality in the first 40 days (i.e. 4 hours and 50 minutes!)

Some readers may wonder why I'm going through so much pain to introspect over my own performance (at least the punctuality part of it). Well, it can be used as a reference to measure the punctuality - and in due course other indicators of performance - for public servants, as we try and adjust to the requirements of governance in the 21st century, in the richest territory in the world.

The most positive element of the past 40 days has been that I haven't been absent for a single day and remember I want to keep this up - life permitting - for a whole 365 days.

With the indispensable spirit of consensus for governance in mind, we communicated with the local administration on the following issues in Maqbool Bhat Shaheed Square:


It relates to the cleaning programme we initiated from Day 1 at the Square on June the 6th. Rather than take the law into our own hands we wish to activate 'law enforcement authorities' to evict a drug abuser from the Square, who has effectively set up permanent camp here along with an increasing number of bitches who litter the Square with their excrement. Earlier, I had managed to get some details out of the drug abuser on Eid day. His name was Raashid son of Muhammad Hussain of Shakargarh in Punjab, Pakistan. He had been in Dadyaal for the past decade or so and used to ply for labour before he became a heroin addict.

The above application was taken by this writer to the Assistant Commissioner's (AC) office today, only to find that the AC wasn't present at duty today. The application was referred to M. Manzoor Mughal Naib Tehsildaar (Assistant Collector) in his absence, who in turn marked the application for the attention of the Station House Officer (SHO) at Dadyaal police station. The SHO marked it for his understudies and also called someone to immediately evict heroin addict Raashid from the Square.

I did suggest that the 'authorities' deport him back to his home country but....everyone wonders as to who will finance such an initiative! 

We still have a long distance to cover before governance is properly delivered in AJK.

But we have made a start.
