As I'm reading through academic notes/reports/thesis by others, here's a telling quote from a notable member of UNCIP (United Nations Commission on India and Pakistan) as narrated by Ershad Mahmud:
"Expressing his views at a meeting with the representatives of the Government of Pakistan on September 2, 1948, Josef Korbel, a member of the United Nations Commission on India and Pakistan, said: “By ‘local authority’ we mean the Azad Kashmir people, though we cannot grant recognition to the Azad Kashmir government.”[7] Besides these remarks, no other references could be found in the UNSC debate related to the status of the government of AJK".

So, the term 'local authority' means the people of AJK and not the AJK government according to the UN. Well, I have always maintained that the citizens of AJK are indeed its owners and the road to a solution to the Jammu & Kashmir dispute begins from this territory. Yet, I am still quite far from penetrating this concept of 'ownership' or OBMs fully into the minds of our people en masse.
