Almost completed our tour of Muzaffarabad. Can you imagine a capital city of the world where the absence of electricity and internet is a norm? Can you imagine a government which employs over 150,000 people to do almost nothing - year on year and decade after decade - as a consequence of which over half the population flees to pastures where there is a semblance of governance.
