for India and Pakistan to find a lasting political resolution to the
situation in *Kashmir*, taking into account the wishes of the Kashmiri
people. We encourage India and Pakistan to maintain positive dialogue
and good relations, but the pace of progress must be for them to
determine.

Note how the word *Kashmir* is in asterisks. What they are referring to is the (un-divided) State of Jammu & Kashmir.
